Boxer Mayweather to serve 90 days in jail for attack (Reuters)

(Reuters) ? A Las Vegas judge sentenced boxer Floyd Mayweather on Wednesday to six months behind bars for a 2010 attack on the mother of his children, but half of that jail term was suspended, officials said.

Mayweather, the World Boxing Council welterweight champion, pleaded guilty to one count of battery and no contest to two counts of harassment after reaching a deal with prosecutors, said Mary Ann Price, spokeswoman for the Clark County Courts.

Those charges were part of a criminal complaint against Mayweather, 34, that originally included charges of robbery, grand larceny and coercion over an altercation at the home of his former girlfriend, Josie Harris.

Las Vegas Judge Melissa Saragosa sentenced Mayweather to six months in jail, but she only ordered him to serve three months behind bars, officials said.

Saragosa suspended the other three months of the sentence, but if he is arrested again or fails to complete certain parts of his sentence he would have to spend those three months in jail, said Tess Driver, spokeswoman for the Clark County District Attorney's Office which prosecuted the case.

The judge ordered Mayweather to complete 100 hours of community service and attend a 12-month domestic violence program, officials said.

Mayweather, who lives in Las Vegas, must report to court on January 6 to be transferred to jail, officials said.

An attorney for Mayweather could not be reached for comment.

Mayweather originally faced a maximum sentence of over 30 years in jail in the case, Driver said.

A criminal complaint against Mayweather states he battered Harris in November 2010, when he grabbed her by the hair, threw her to the floor and struck her. The robbery and larceny charges against Mayweather related to allegations that he took Harris' cell phone.

Five-division world champion Mayweather, a flamboyant fighter renowned for his trash-talking before bouts, is widely regarded as the best defensive fighter of his generation.

The boxer known as "Money" improved his professional record to a perfect 42-0, including 26 knockouts, with a fourth-round knockout of Victor Ortiz in Las Vegas in September to claim the World Boxing Council welterweight title.

He is due back in court for a separate case next week, when he is expected to plead guilty to a charge of misdemeanor battery against a security guard, Driver said. That would carry a $1,000 fine, she said.

Facebook commits to privacy changes following Irish audit

On Wednesday, following an audit by the Irish Data Protection Commission, Facebook agreed to change its privacy settings and how it handles user data in Europe.

To avoid running afoul of European privacy laws, Facebook agreed to send additional notifications to allow users to opt out of its "Tag Suggest" facial recognition feature.?

The social network will change how it handles user data, including deleting some data more quickly. Facebook also agreed to work with the Irish agency to update how it explains its privacy policies to users.

?The commission will review Facebook's progress next July.?

"We are pleased that following three months of rigorous examination, the [Data Protection Commission] report demonstrates how Facebook adheres to European data protection principles and complies with Irish law," Richard Allan, Facebook's director of public policy in Europe, wrote.?

Facebook's European headquarters are in Ireland.

Facebook settled charges with the U.S. Federal Trade Commission (FTC) in November that it violated users? privacy and shared their personal information with advertisers.

The FTC settlement requires Facebook to implement a comprehensive privacy program, including outside privacy audits, for the next 20 years. Facebook is barred from misrepresenting its privacy practices in any way going forward and could face fines of $16,000 per violation, per day, if fails to comply with the order.

(AP) ? Seeking to break a stalemate that is threatening 160 million workers with Jan. 1 tax increases, President Barack Obama urged the top leaders of Congress Wednesday to first pass a short-term extension while promising to work with lawmakers on a full-year measure.

Obama's calls to House Speaker John Boehner, R-Ohio, and Senate Majority Leader Harry Reid, D-Nev., came as the two leaders were trapped in a deadlock over competing demands.

The White House said Obama told Boehner that "the short-term bipartisan compromise passed by almost the entire Senate is the only option to ensure that middle class families aren't hit with a tax hike in 10 days and gives both sides the time needed to work out a full year solution."

Earlier, Reid wrote Boehner to urge him to bring House lawmakers back to Washington and approve a bipartisan measure the Senate approved overwhelmingly last weekend. That bill would extend the payroll tax cut and jobless benefits for two months, giving bargainers time to agree to a more expensive, yearlong measure.

"Because we have a responsibility to assure middle-class families that their taxes will not go up while we work out our differences, we must pass this immediate extension first," Reid wrote.

Minutes later, Boehner and other top House Republicans invited reporters into a meeting where they urged Reid to bring senators back to town so they can negotiate over a yearlong extension of the tax cut and jobless benefits. The bill would also postpone a scheduled Jan. 1 cut of 27 percent in payments to doctors who treat Medicare patients.

"All we're asking for is to get Senate members over here to work with us to resolve our differences so we can do what everybody wants to," Boehner said.

Aides to Boehner and Reid couldn't say whether Boehner and Reid have actually spoken in the past week. "As always, we keep the lines of communication open," said Boehner spokesman Michael Steel.

President Barack Obama and leaders of both parties want to extend the tax cuts and jobless benefits and prevent the cut in doctors' reimbursements for an entire year. Most lawmakers have left Washington for the Christmas and New Year's holiday, but could quickly return to vote on any agreement.

The back and forth underscored a pressure-packed partisan fight, being waged on the eve of a presidential and congressional election year, in which neither side is showing any indication of give.

In a moment of political theater, Democrats tried to get the House to consider the two-month extension of the payroll tax cut as the chamber convened for a ceremonial session at which no formal business was scheduled. But acting speaker Rep. Michael Fitzpatrick, R-Pa., adjourned the chamber and walked out.

"Mr. Speaker, you're walking out. You're walking away just as so many Republicans have walked away from middle-class taxpayers" and others, Rep. Steny Hoyer of Maryland, the No. 2 House Democrat, shouted to an empty chair where the House presiding officer sits.

Republicans also came under pressure from their own usual allies when an opinion article on the Wall Street Journal's conservative editorial page accused the GOP of botching the fight over the payroll tax cut.

"Republicans would do best to cut their losses and find a way to extend the payroll holiday quickly," the editors wrote.

On Tuesday, the House voted 229-193 to kill the Senate measure. Afterward, Obama signaled he'll use his presidential megaphone to try to force Republicans controlling the House into submission.

"Now let's be clear," Obama said at the White House. "The bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1. The only one."

The Obama campaign promptly took to Twitter and Facebook to fight it out. With their candidate's poll numbers rising, Democratic operatives seemed almost giddy at the prospect of a prolonged battle.

"They should realize that they're just in a cul-de-sac. They're at the end of the rope. And they ought to just pass our Democratic-Republican compromise and we can negotiate for the rest of the year," said Sen. Charles Schumer, D-N.Y.

Republican lawmakers relished the battle as well, though some of them are too inexperienced to know that presidents ? regardless of party ? usually win such high-profile fights, like Bill Clinton did over a 1995-96 government shutdown or George W. Bush did in skirmishes on anti-terror policies.

House Republicans instead rallied around a plan passed last week that would have extended the payroll tax cut for one year. But that version also contained spending cuts opposed by Democrats and tighter rules for jobless benefits.

If legislation isn't passed by New Year's Day, payroll taxes will go up by almost $20 a week for a worker making a $50,000 salary. Almost 2 million people could lose unemployment benefits as well, and doctors would bear big cuts in Medicare payments.

Given Obama's remarks and Reid's refusal to negotiate, it was unclear what leverage Republicans had in the year-end standoff. It appeared likely the partisan disagreement could easily persist past Christmas and into the final week of the year.

Syria signs deal to let in Arab monitors (Reuters)

CAIRO (Reuters) ? Syria agreed on Monday to let Arab League observers into the country to monitor implementation of a deal it agreed last month to pull troops from protest-hit towns, free political prisoners and start talking to dissidents.

However, the executive head of the League said after the signing of a protocol on foreign observers that there was no immediate plan to lift sanctions that were imposed when Damascus at first refused outside monitors. Nabil Elaraby said observers would now determine whether Syria's government was complying.

"The protocol is a mechanism to go to Syria and move freely to ensure the implementation of the Arab initiative on Syria. What counts is good faith in implementation," Elaraby, the Arab League secretary-general, said. An advance party would head to Syria this week to prepare for the arrival of monitors.

President Bashar al-Assad's administration broadly agreed last month to the Arab League peace initiative aimed at defusing a violent confrontation that has left more than 5,000 dead.

But a refusal to let in outside observers had prompted other Arab states to impose sanctions. And Assad's opponents have complained that troops are still present in some cities, fighting with Assad's opponents, while other elements of the peace accord have also not been implemented in full.

Speaking of lifting the Arab League sanctions, Elaraby told a news conference after the signing in Cairo: "This has not happened, as that would require another meeting."

He also said a meeting of Arab foreign ministers planned this week, and which had been due to discuss action against Damascus, would be "indefinitely postponed."

The protocol on monitors was signed by Syrian Deputy Foreign Minister Faisal Mekdad, after Damascus had previous called for amendments to the plan.

Qatar and Saudi Arabia have been at the forefront of efforts to press Syria to sign. Elaraby said others also helped.

"Some countries played a helping hand in signing the protocol including Russia," Elaraby said.

He added that an advanced team led by a top Arab League official would head to Syria in two or three days to prepare for the arrival of the monitors.

"We now have about 100 names including representatives of non-governmental organizations and governments," he said, adding that media representatives and members of security forces would be included.

Armed resistance has emerged in the last two months in Syria, alongside a peaceful protest movement that began in March inspired by uprisings across the Arab world.

Loyalist forces, including a pro-Assad militia, have reportedly suffered scores of casualties in the last few weeks, especially in the northwestern province of Idlib near Turkey and in the central region of Homs.

Smoking Linked to Skin Cancer in Women (HealthDay)

THURSDAY, Dec. 15 (HealthDay News) -- If you're a woman who smokes and you are looking for another reason to quit, consider this: A new study has found a link between tobacco use and skin cancer.

The study found that women who had squamous cell skin cancer were more likely to have smoked than those who were free from the disease. And those who smoked at least 20 years were twice as likely to develop squamous cell skin cancer, a less aggressive form of skin cancer than melanoma.

Men who smoked had a modest risk for the two types of non-melanoma skin cancer -- basal cell and squamous cell cancer -- but the results weren't statistically significant, the study authors noted.

"We don't know why," said study lead author Dana Rollison, referring to the difference between women's and men's risk. Both men and women get a lot of exposure to the sun, the main risk factor for skin cancer, she noted.

But lung cancer research may offer a clue, said Rollison, an associate member in the Moffitt Cancer Center department of cancer epidemiology, in Tampa, Fla. Hormonal differences affecting the metabolization of nicotine and the body's ability to repair damage to lung DNA caused by smoking have been noted before, suggesting that the female hormone estrogen may play a role, she said.

The study, published online in the journal Cancer Causes Control, was done at the Moffitt Cancer Center and the University of South Florida, also in Tampa.

For the study, 383 patients with skin cancer were compared to 315 people without the disease. The participants were asked how much they smoked, when they picked up the habit and the total number of years they'd smoked. A total of 355 men and 343 women were included in the study. All were white, the group most at risk for skin cancer. Risks for both types of non-melanoma skin cancer were analyzed separately, compensating for the presence of other risk factors.

The researchers found that the more people smoked, the more likely they were to have skin cancer, Rollison said. Men who had basal cell skin cancer were significantly more likely to have smoked for at least 20 years than men with no cancer, the study authors noted.

While the study found an association between smoking and skin cancer risk, it did not prove a cause and effect.

Non-melanoma skin cancer is the most common form of cancer in the United States, where about 2 million cases are treated annually, according to the U.S. National Institutes of Health. Squamous cell cancer occurs in the epidermis, the top layer of skin, and can spread to other organs. Basal cell skin cancer occurs in the dermis, the skin layer beneath the epidermis. While it does not spread to other organs, it is far more common than squamous cell cancer, according to the government agency.

Officials: Sex offender shoots 3 at courthouse

A sex offender opened fire in a northern Minnesota courthouse shortly after being convicted Thursday, injuring three people ? including the local prosecutor, authorities said.

The suspect, Daniel Schlienz, 42, was taken into custody after the shootings Thursday afternoon at the Cook County Courthouse in Grand Marais, a remote town near the Canadian border, State Public Safety spokesman Doug Neville said.

Schlienz, who had been on trial earlier Thursday on sexual misconduct charges. His father told the Duluth News Tribune that he went to the courthouse and was told that his son was the shooter. He said his son had recently threatened suicide.

"He hated the prosecuting attorney that did this," Gary Schlienz told the newspaper. "I don't want to make excuses for him, but they prosecuted him pretty bad. He had no job, no money, nothing."

Cook County prosecutor Timothy Scannell was undergoing surgery Thursday night at Essentia Health-St. Mary's Medical Center in Duluth, spokeswoman Beth Johnson said. Scannell and another hospitalized victim were conscious and talking before being taken to the hospital, while the third victim was treated and released, Neville said. Scannell suffered multiple gunshot wounds.

Schlienz was found guilty Thursday of a sex crime in a jury trial presided over by Judge Mark Munger, according to John Kostouros, spokesman for the Minnesota judicial branch.

"The judge and the jury were still talking in the courtroom afterward ... when they heard shots in another part of the courthouse," Kostouros told Reuters.

No metal detectors
Online state court records listed several cases involving Daniel Schlienz in the past two decades, but most were minor traffic cases. More serious charges included fleeing a peace officer and the criminal sexual conduct case, which was first filed in 2006.

The newspaper reported that Schlienz had entered an Alford plea in that case in 2007 on charges that he sexually assaulted two 15-year-old girls and one 17-year-old girl. His father told the newspaper that his son later decided to withdraw the plea and fight the charges.

A county official said the courthouse doesn't have metal detectors and visitors aren't usually searched.

The county's two-story courthouse, which has just one courtroom, has no metal detectors and visitors aren't searched when they enter the building, Cook County Commissioner Fritz Sobanja said.

"As far as I know, there's no checking for knives or any of that stuff," Sobanja said.

Grand Marais, home to about 1,300 residents, is about 110 miles northeast of Duluth and sits along the shore of Lake Superior in Minnesota's far northeastern tip.

Yes, the time has come: You're ready to channel your foodie chops into a full time gig.

But before you go scoping out the latest empty warehouse space and decorate it with minimalist salvaged furniture and soy tea lights, take some time to focus on your menu. Foodie Underground has put together a foolproof guide to help you along your way to launching a?successful business, one that's sure to get you plenty of write-ups in the blogosphere and, more importantly, tweets from food nerds.

Sheriff: McCready didn't belong at Ark. home (omg!)

ST. PETERSBURG, Fla. (AP) ? An Arkansas sheriff says country singer Mindy McCready didn't have permission to be in the unoccupied summer home where she was found Friday evening with her 5-year-old son. Authorities continue to investigate the matter.

Cleburne County Sheriff Marty Moss said in a news release Saturday that authorities located McCready after receiving a report of "possible occupants in a summer home that was supposed to be unoccupied."

Moss said officers entered the home and found McCready and her son in a closet. A man, David Wilson, was also in the residence. Moss said neither had permission to be in the residence. Neither was arrested at the time.

The boy, Zander, was taken into custody by the Arkansas Department of Human Services consistent with a Florida judge's order that the boy be returned to that state. The child had been in the custody of his legal guardian, McCready's mother. McCready didn't respond to emails late Friday.

Afghanistan's allies pledge to stay for long haul (Reuters)

BONN (Reuters) ? The West used an Afghanistan meeting on Monday to signal enduring support for Kabul as allied troops go home, but economic turbulence in Europe and crises with Pakistan and Iran could stir doubts about Western resolve.

The goal is to leave behind an Afghan government strong enough to escape the fate of its Soviet-era predecessor, which collapsed in 1992 in a civil war. The country's allies are preparing increasingly for a scenario in which there is no peace settlement with the Taliban before most foreign combat troops leave in 2014.

"The United States intends to stay the course with our friends in Afghanistan," Secretary of State Hillary Clinton told the conference. "We will be there with you as you make the hard decisions that are necessary for your future."

She said the entire region had "much to lose if the country again becomes a source of terrorism and instability."

Hosts Germany sought to signal Western staying power in the country, a haven for al Qaeda's leadership in the years before the September 11 attacks, at the gathering of dozens of foreign ministers in the German city of Bonn.

"We send a clear message to the people of Afghanistan: We will not leave you on your own. We will not leave you in the lurch," said German Foreign Minister Guido Westerwelle.

Ten years after a similar conference held to rebuild Afghanistan following the attacks of 2001, Western countries are under pressure to spend money reviving flagging economies at home rather than propping up a government in Kabul widely criticized for being corrupt and ineffective.

Brewing confrontations pitting Washington against Pakistan and Iran, two of Afghanistan's most influential neighbors, have added to despondency over the outlook for the war.

Pakistan boycotted the meeting after NATO aircraft killed 24 of its soldiers on the border with Afghanistan in a November 26 attack the alliance called a "tragic" accident.

FEARS OF CIVIL WAR

Some in the West are still hoping Pakistan will use its influence to deliver the Afghan Taliban, whose leadership Washington says is based in Pakistan, to peace talks.

Clinton said she expected Pakistan to play a constructive role in Afghanistan, even as she voiced disappointment that Islamabad chose not to attend the conference.

But foreign governments made clear they would press ahead in building up the Kabul government's ability to survive after 2014 even if Islamabad fails to bring insurgents into a settlement.

Embryonic contacts with the Taliban have so far yielded little, and with the government in Kabul unable to provide security and economic development, the risk is that the withdrawal of foreign troops will plunge Afghanistan back into civil war. Renewed strife might also stir more violence over the border in Pakistan, fighting its own Islamist insurgency.

Iran's growing confrontation with the West over its nuclear program could also bleed into the war in Afghanistan.

Tehran said on Sunday it shot down a U.S. spy drone in its airspace and threatened to respond. International forces in Kabul said the drone may have been one lost last week while flying over western Afghanistan.

Iran has been accused in the past of providing low-level backing to the Taliban insurgency, and diplomats and analysts have suggested Tehran could ratchet up this support if it wanted to put serious pressure on U.S. forces in Afghanistan.

Foreign Minister Ali Akbar Salehi on Monday reiterated Iran's opposition to the United States keeping some forces in Afghanistan after 2014.

"Certain Western countries seek to extend their military presence in Afghanistan beyond 2014 by maintaining their military bases there. We deem such an approach to be contradictory to efforts to sustain stability and security in Afghanistan," he told the conference.

"LAND OF OPPORTUNITY"

The foreign military presence in Afghanistan over the past 10 years had failed to uproot terrorism and had actually made the problem worse, Salehi said.

Foreign governments however were determined to try to dispel at least some of the pessimism seeping into the Afghan project.

Indian Foreign Minister S.M. Krishna, whose country became the first to sign a strategic partnership agreement with Afghanistan - much to the irritation of Pakistan - pledged India would keep up its heavy investment in a country whose mineral wealth and trade routes made it "a land of opportunity."

In a rare positive development, Clinton said the United States would resume paying into a World Bank-administered Reconstruction Trust Fund for Afghanistan, a decision that U.S. officials said would allow for the disbursement of roughly $650 million to $700 million in suspended U.S. aid.

The United States and other big donors stopped paying into the fund in June, when the International Monetary Fund suspended its program with Afghanistan because of concerns about Afghanistan's troubled Kabul Bank.

The conference is not expected to produce new aid pledges; instead, U.S. officials say they hope it will mark a start to a process outlining future support to be pledged by mid-2012.

A European diplomat said his best estimate was that Afghanistan would need about $4 billion a year to fund its army and police "but it could be anywhere between 3 and 6 billion of which 1/3 would come from the Americans and the rest -- 2/3 -- would have to be pooled."

"But the bottom line is at the moment we don't have a reliable answer of exactly how much will be required."

"ONLY THE AFGHANS" CAN SOLVE THE POLITICS

The Taliban condemned the conference in a November 30 statement which reiterated a call for foreign occupation of the country.

German Chancellor Angela Merkel told the conference that reconciliation -- a term used to refer to talks among different Afghan groups as well as with insurgents -- remained an important part of efforts to stabilize Afghanistan.

"The political process will have great importance in future, this is the place where the questions of reconciliation and power sharing must be solved in a way that includes all parts and ethnic groups of the society," she said.

"We can help Afghanistan in this process, we can provide our experience, but we can't solve the problem, it is only the Afghans who can do this."

British Foreign Secretary William Hague reiterated that any settlement with insurgents would require them to renounce violence, sever ties with al Qaeda and respect the Afghan constitution -- "end conditions" which some argue effectively close the door to talks by determining the outcome in advance.

Afghanistan has blamed Pakistan for hindering peace talks. Pakistan says it is being used as a scapegoat for the failure of the United States and its allies to bring Afghan stability.
