Google says Nexus family 'will continue'

With all this talk of stock Android on your favorite smartphones, we'd be forgiven for thinking it might be the end of the road of Google's Nexus brand of tablets and phones. But at today's D11 conference, Google's SVP of Android, Chrome and Apps, Sundar Pichai, has said that it will continue to make them and that, "the goal behind Nexus was to guide the ecosystem. But that will continue as well." So that's stock Android on Samsung's Galaxy S 4 and the HTC One, the Moto X and more Nexus devices. The company's keeping busy.

Average US household far from regaining its wealth

(AP) ? The average U.S. household has a long way to go to recover the wealth it lost to the Great Recession, a report by the Federal Reserve Bank of St. Louis concluded Thursday.

The typical household has regained less than half its wealth, the analysis found. A separate Federal Reserve report in March calculated that Americans as a whole had regained 91 percent of their losses.

Household wealth plunged $16 trillion from the third quarter of 2007 through the first quarter of 2009. By the final three months of 2012, American households as a group had regained $14.7 trillion.

Yet once those figures are adjusted for inflation and averaged across the U.S. population, the picture doesn't look so bright: The average household has recovered only 45 percent of its wealth, the St. Louis Fed concluded.

That suggests that consumer spending could remain modest as many Americans try to rebuild their wealth by saving more and paying off debts.

The number of U.S. households grew 3.8 million to 115 million from the third quarter of 2007 through the final three months of last year, the report said. As a result, the rebound in wealth has been spread across more people and reduced the average wealth for each household.

In addition, though inflation has averaged just 2 percent over the past five years, it's eroded some of the purchasing power of Americans' regained wealth.

The St. Louis Fed's analysis noted that the rebound in wealth hasn't been equally distributed. As a result, many households are even further behind than the average.

Nearly two-thirds of the increase in household wealth since 2009 is due to rising stock prices, the authors note. Stock indexes reached record highs this month. Those gains disproportionately benefit affluent households: About 80 percent of stocks are held by the wealthiest 10 percent of the population.

For middle- and lower-income households, home values represent the biggest chunk of total wealth. And home prices remain about 30 percent below their peak, even after jumping nearly 11 percent in the past year.

The analysis was written by William Emmons, an economist at the St. Louis Fed, and Ray Boshara, who directs its new Center for Household Financial Stability.

"It's like the economy is this airplane and not all the engines are firing," Emmons said.

Still, wealthier households account for a disproportionate share of consumer spending: About 20 percent of Americans account for about 40 percent of spending.

Consequently, the rise in stock prices should provide some lift to spending, Emmons said.

The average household had a net worth of $539,500 at the end of last year, according to a separate paper the St. Louis Fed released Thursday. That was up from $469,900 in the first quarter of 2009. But it was sharply below the peak of $641,000 in the first quarter of 2007.

TCE exposure linked to increased risk of some cancers

May 30, 2013 ? Trichloroethylene (TCE) exposure has possible links to increased liver cancer risk, and the relationship between TCE exposure and risks of cancers of low incidence and those with confounding by lifestyle and other factors need further study, according to a study published May 30 in the Journal of the National Cancer Institute.

TCE is a chlorinated dry-cleaning solvent and degreaser that has been widely used for approximately the last 100 years and has shown carcinogenicity in rodents. Previous epidemiologic studies have shown a reported increase in cancer risk in humans for the kidney, cervix, liver and biliary passages, non-Hodgkin lymphoma, and esophageal adenocarcinoma.

In order to determine the link between TCE exposure and increased cancer risk, Johnni Hansen, Ph.D., of the Danish Cancer Society Research Center in Copenhagen, and colleagues looked at a cohort of workers that had individual documentation for exposure to TCE in Finland, Sweden, and Denmark, where the individuals were monitored for urinary TCE metabolite trichloroacetic acid during 1947-1989 and followed for cancer.

The researchers found statistically significant elevated standardized incidence ratios for primary liver cancer and cervical cancer, but did not find a statistically significant risk of either non-Hodgkin lymphoma or esophageal or kidney cancer.

"Our pooled study of documented TCE-exposed workers provides some evidence for an increased risk of liver cancer, although confounding by other exposures cannot be ruled out. Evaluation of a possible modest risk for kidney cancer and non- Hodgkin lymphoma requires studies with greater statistical power," the authors write.

In an accompanying editorial, Mark P. Purdue, Ph.D., of the Division of Cancer Epidemiology and Genetics at the National Cancer Institute writes that there has been concern with workers exposed to TCE since the early 1970s and that even though it is now classified as a human carcinogen, further research is needed and safer options should be explored. "Where possible, TCE should be substituted by safer alternative chemicals and/or emissions should be reduced. Conversion from conventional vapor degreasers to new low-emission equipment such as enclosed vapor degreasing systems can greatly reduce solvent exposures in the workplace, and aqueous cleaning systems may also be feasible alternatives in certain applications."

Man threatens to blow up state building?s misspelled sign

An Oregon man walked into a state office on Wednesday with a pressure cooker he claimed was a bomb and told employees he tried to blow up a sign outside the building because it was misspelled.

Leonard Burdek, a 50-year-old from Salem, Ore., arrived at the Teacher Standards and Practices Commission offices shortly after 9 a.m. Wednesday.

?He walked quite confidently into our office as though he had a mission," Vickie Chamberlain, the commission's executive director, told the Statesman Journal. "That was what alarmed me right off the bat."

Burdek allegedly placed the pressure cooker?wires sticking out of it?on the counter in front of the receptionist, informing her of his failed bomb plot. The man also allegedly complained that the instructions he downloaded to make the device also were misspelled.

The sign in the parking lot appears to be missing the letter "d," so it reads, ?Teacher Standards an Practices Commission.? Chamberlain told the paper "it?s possible that someone scraped the letter off or it wore off over time." The opposite side of the two-sided sign is not misspelled.

After employees called 911, Burdek left the building with his pressure cooker. He was later arrested and charged with disorderly conduct after police determined it was not a bomb.

?It looks like he was just trying to get attention,? Salem Police Lt. Dave Okada said.

While the case appears to be little more than a prank, there's been heightened concern over the use of homemade bombs in the wake of last month's deadly Boston Marathon bombings.

Dzhokhar Tsarnaev and his brother, Tamerlan, are suspected of using a pair of homemade pressure cooker bombs to carry out the attack. Authorities say the brothers learned to make the explosives using instructions posted online.

Foreclosure sales tumble in first quarter: RealtyTrac

NEW YORK (Reuters) - Sales of U.S. homes in foreclosure fell in the first quarter, a report from RealtyTrac showed on Thursday, the latest data to suggest the housing market is on the mend.

There were 190,121 properties sold that were in the foreclosure process or already seized by lenders, down 18 percent from the last quarter of 2012 and a decrease of 22 percent from the first quarter the year before.

That accounted for 21 percent of all home sales, down from 25 percent in the first quarter of 2012. It was also well off the peak of 45 percent seen during the first quarter of 2009 as the housing market was still reeling from its collapse and the global financial crisis.

"We're on our way back to a normal housing market when it comes to foreclosures," said Daren Blomquist, vice president at RealtyTrac.

Rising home prices, improved sales, tighter inventory and low mortgage rates have all combined to help the housing market get back to its feet over the past year.

While default and foreclosure rates have also improved, they still remain historically elevated. Foreclosure sales averaged less than 5 percent of all sales in 2005 and 2006 before the housing bubble burst, said Blomquist.

"This is kind of like an iceberg that's shrinking on the surface but there's still a lot of distress in the market that's probably under the surface and not so obvious," he said.

Sales of homes seized by lenders totaled 101,371 properties, down 16 percent from the previous quarter. Sales of homes in default but not yet foreclosed on were down 20 percent to 88,750.

Short sales of properties not in foreclosure, where the home is sold for less than the outstanding loan, also decreased. This suggests some underwater homeowners may be anticipating an increase in home prices will get them back above water.

After increasing last year, short sales fell 10 percent in the first quarter.

The top five states with the biggest percentage of foreclosure sales were Georgia, Illinois, California, Arizona and Michigan. Foreclosure sales accounted for less than 10 percent of all sales in Massachusetts, New York and New Jersey.

Samsung confirms Galaxy S 4 Mini 43inch display, 17 GHz dualcore processor

So, it might not be a surprise that it was in the works, but its official announcement today almost caught us off guard. Here it is, the Samsung Galaxy S 4 Mini. Now we can say for sure that there's a (yet to be specified) 1.7 GHz dual-core processor, Android 4.2.2, GPS, GLONASS, WiFi, 8GB internal memory (expandable up to 64), and 1.5GB of RAM. The display is a 4.3-inch Super AMOLED qHD affair, which will be kept going by a 1,900 mAh battery, with the shooters coming in 8- and 1.9-megapixel resolutions. There's LTE support -- as you'd hope -- in 6 band sets, plus single and dual-SIM 3G versions for certain markets. Color choices are white and black (for now), with no official word on price and availability at this time. Mini, just got bigger it seems.

Update: We may have a clearer idea of when the S 4 Mini will be up for grabs -- in the UK, at least -- as retailer Phones 4U has said it'll be stocking the handset "when it becomes available in the UK in July 2013."

ST. PETERSBURG, Russia (AP) ? Russian President Vladimir Putin reiterated his support for wrestling to remain in the Olympics on Thursday, calling it ?one of the fundamental sports.?

The Olympic movement, Putin said while standing next to IOC President Jacques Rogge, ?was based always on their ancient times tradition, and wrestling, as we know, is one of the fundamental sports, traditional for the Olympic Games.?

After the IOC removed wrestling as one of the core sports for the 2020 Games in February, Putin called the decision ?unjustified? and promised he would do what he could to keep it in the games.

His latest comments came one day after the IOC executive board included wrestling on a shortlist for the 2020 Games, along with squash and baseball-softball.

A final decision will be made in September in Buenos Aires, Argentina.

Russia is one of wrestling?s powerhouses; Russia and the Soviet Union have 77 Olympic gold medals in the sport.

In a demonstration of the sport?s importance to Russia, the international wrestling federation held a special congress in Moscow this month to announce rule changes aimed at making the sport more attractive to spectators and, thus, to the IOC.

Ringo Starr unveils unseen Beatles photos in e-book

(Reuters) - Former Beatle Ringo Starr is lifting the lid on a collection of previously unseen photographs of the Fab Four in their heyday from his personal collection, in a new photography book due out next month.

"Photograph," which will be released as an e-book on Apple's iBookstore on June 12, will coincide with a Grammy Museum exhibit on Starr, entitled "Ringo: Peace & Love," the book's publishers said on Wednesday.

A limited-edition hand-bound book signed by Starr will be available for purchase in December.

The book will include photographs from the musician's childhood in Liverpool, England, to his road to fame as part of the Fab Four, with Paul McCartney, John Lennon and George Harrison.

"These are shots that no one else could have," Starr, 72, said in a statement.

Highlights from the collection include behind-the-scenes candids of the Beatles in their daily lives and Starr's travel photography as the band toured the world.

Starr has also recorded videos featuring commentary to accompany the e-book.

Obama On Democrats' 2014 House Hopes: 'We've Got A Great Chance'

CHICAGO, May 29 (Reuters) - President Barack Obama, whose agenda has been frustrated by Republicans in Washington, said on Wednesday he believed his party could reclaim control of the House of Representatives in the 2014 midterm elections but conceded it was an uphill struggle.
The party in power in the White House typically loses seats in the first midterm election after a presidential campaign, and many political analysts believe Democrats could lose seats in Congress in 2014.
But Obama, appearing at fundraisers for Democratic House candidates in his hometown of Chicago, said he believed 2014 could prove different.
"We've got a great chance to take back the House," he told more than 100 people gathered at a cocktail reception in an ornate ballroom at the Chicago Hilton, where ticket prices ranged from $1,000 per person to $5,000 per couple.
Obama, who was reelected in 2012, told donors that he is willing to work with Republicans on issues like creating jobs through national infrastructure programs, but said he has a hard time finding Republican lawmakers willing to compromise.
"We've got a politics that is stuck right now. And the reason it's stuck is because people spend more time thinking about the next election than they do thinking about the next generation," Obama said.
Obama said he is willing to work with Republicans, who currently control the House, but accused them of "obstructionism" and "an interest only in scoring political points or placating a base."
It was the fifth time since April that Obama has traveled to raise money for Democrats running for Congress in 2014.
In Chicago, about 70 people paid $10,000 per person or $32,400 per couple to attend dinner in the sculpture-filled apartment of Bettylu and Paul Saltzman, longtime Chicago Democratic activists and some of Obama's earliest political benefactors.
Obama told the group, which he described as "kind of an Obama cabal," that a Democratic-controlled House is key to achieving goals he views as his legacy, like curbing climate change and gun violence.
"My only interest is making sure that when I look back 20 years from now, I say, 'I accomplished everything that I could while I had this incredible privilege to advance the interests of the broadest number of Americans,'" he said.
But he admitted winning back the House won't be easy.
"This will be hard," he said, blaming "gerrymandering" or the redistricting process which many Democratic groups have said unfairly benefits Republicans.
First Lady Michelle Obama also spoke at two Democratic fundraisers on Wednesday in Manhattan.
"We need all of you to get engaged in every special election and every midterm election all across this country," she told donors who paid between $5,000 and $25,000 to attend a fundraiser in the Manhattan apartment of fashion designer Tory Burch.
"We need you to keep on writing those checks and, if you haven't maxed out, max out. Get your friends to max out," she said, referring to caps on donations set by U.S. election law.
At a Park Avenue gala with about 350 people who paid $1,250 to $32,400 to attend, the first lady was introduced by basketball player Jason Collins, who recently came out as the nation's first openly gay major professional sports player. Dan Savage Book: Sex Advice Columnist Talks Infidelity, Speech Controversy And Marriage

NEW YORK -- It's been quite a run for Dan Savage, what with all the podcasting and tweeting and in-your-face defending of marriage equality.

Between speaking gigs, radio and TV appearances and the syndicated sex-advice column he writes from a desk that belonged to Ann Landers, Savage managed another book, "American Savage," out this week from Dutton.

Savage, 48, looks back on his mom, who died in 2008, takes us into his rationale for why cheating may just save your marriage and offers a glimpse of life at home with husband Terry Miller and their 15-year-old son.

He says he wanted to write the book in part because "you know, I'm kind of gay and kind of prominent and I've been slugging away at the marriage equality issue for a long time." But the book is about more than that. Savage talked to the AP about upsetting social conservatives, trashing the Bible and being among the first same-sex couples to legally marry in Washington state.

AP: How has becoming a father and watching your child grow changed you as a sex-advice columnist?

Savage: It has changed me a little bit. I've been getting letters from teenagers who are 14, 15 and 16 years old, and sexually active, and with questions or problems, and I would give them advice, and now when I get a letter from a 15-year-old I look at my son, who's 15, and I think, `You're too young to be reading my column, you're too young to be in this situation.'

It's that getting older and becoming a parent and sort of drifting into that hypocrisy and the great forgetting of what being 15 is like, because I was sexually active at 15 and I'm fine, but when it comes to your own kid, you look at your own kid and go, `No, no you have to wait at least 10 more years.' There's a surprising conservatism that parenting can unearth in your soul.

AP: Do you have any regrets about your speech last year at the high school journalism conference in which you said there was bull--- in the Bible and called a walkout by a small number of participants "a pansy-assed move?"

Savage: Yeah, I do. When you screw up you want to apologize and I did apologize for `pansy-assed.' That was name-calling and that was hypocritical of me. I didn't apologize for `bull----' in the Bible because there is, indeed, bull---- in the Bible. ... I don't pull punches when it comes to religion and I cannot avoid religion talking about the abuse of (lesbian, gay, bisexual and transgender) kids because so much has a religious motivation or rationalization.

AP: How does your late mother, who was a lay minister, influence your work?

Savage: My mother was really compassionate. There are three women I credit for sort of stumbling onto this gig and it being the right gig for me, and that was always Ann Landers, Xavier Hollander, who wrote the `Happy Hooker' column in Penthouse magazine, and my mother.

My mom was Dr. Phil for the neighborhood. I was a weird sort of sensitive mama's boy and I would be in the kitchen, you know, hanging out doing nothing, sitting under the table while my mother sat there and hashed out problems with neighbor ladies and gave them advice. It was really listening to my mother give advice, and talk things out and listen to people and pick up on what they wanted, what they didn't want. My mother used to say, `That's the way the world works. You make a living doing what I did as a woman for free.'

AP: Amid the backlash from religious conservatives over your speech to the high school journalism students, you invited Brian Brown of the National Organization for Marriage for dinner and a tense dinner-table debate, which has been viewed more than 200,000 times on YouTube. How was it off-camera, behind the scenes?

Savage: I didn't run it by Terry, that I was going to invite a very prominent anti-gay bigot into our house for dinner, so I had to come home and say, `Oh honey, guess who's coming to dinner?' That did not go over well. The debate itself was really tense. I think I over-prepared. It felt like all the pressure of Christmas and then none of the delight. You know, all the preparation for a big Christmas dinner and instead of it being Santa Claus and chocolates and presents showing up it's a bigot.

AP: How does your advice on cheating differ from your predecessors' advice on cheating in a committed, monogamous relationship?

Savage: The standard position is that cheating is always wrong, and that we as sex-advice professionals are never allowed to tell anyone that cheating is OK, or the right thing to do. And in reality, there are times when cheating is the right thing to do, when cheating is the lesser of two evils.

I don't think people should violate commitments. I don't think serial adulterers get a pass. I don't think that someone should make a commitment that they can't keep. But knowing what we know about infidelity ? something like 60 percent of all men in long-term relationships and 40 percent of all women cheat at some point ? our default position should not be cheating must always lead to divorce. ...

I look at a marriage and I see a life and a shared history. I see children. I see shared property. I see shared goals. I see real love and longevity, and then there's an infidelity. ... There are cases where women and sometimes men later in life are no longer interested in sex at all and cannot fake it and it's emotionally scarring and traumatizing to fake it and go through the motions. What is the solution, divorce? Or some allowance, some accommodation, the turning of a blind eye. There's a lot of marriages like that, where late in life it's just not about sex anymore.

I'm a conservative. That's the irony. I think people should be the Clintons, not the Sanfords. I think people should be Anthony Weiner and his wife and not to default to divorce.

AP: Tell me about Dec. 9, 2012, the day you got married at Seattle's city hall, having previously been married to Terry in Canada, and the day marriage became legal in Washington state for same-sex couples.

Savage: It was just beautiful, 140-some couples married that day. What you saw were these same-sex couples who had been together 10, 20, 30, 40 years, their friends and their families. What was really remarkable about it was all the heterosexual people there who were volunteering, who were assisting.

I tell this story in the book of being at this park in Seattle many years ago, where a limo pulls up and a bride and a groom tumble out to get their portraits at this very famous park with a beautiful view of downtown Seattle. And as they're walking back to the limo everyone starts to applaud, and rightly so. Everyone takes delight when two people find each other and make that commitment. I was standing there clapping next to these two older gentlemen with two big dogs. It was clear that they were gay and I was gay. And as they get into their car, the one closest to me looks at me and says, `We are always happy for them. Would it kill them to be happy for us?'

We've reached that tipping point, where they are happy for us. Now you see straight people looking at gay people and recognizing something about themselves in us.

Chinese media rejects accusation of pressure on EU in solar row

BEIJING (Reuters) - Chinese state media rejected on Thursday European accusations that China was pressuring the European Union to drop plans to impose import duties on Chinese solar panels, adding EU member states had a right to disagree with the tariff.

The EU's trade chief, Karel De Gucht, bluntly told China this week it was wasting its time trying to put pressure on him to drop the duties plans.

But in a statement carried by the official Xinhua news agency and posted on the Chinese government's main website (www.gov.cn), China's mission to the EU denied it was doing that.

"It's been reported that certain EU member states have expressed differing opinions on the duties the European Commission wants to put on exports of solar panels to Europe," the mission cited an unidentified spokeswoman as saying.

"I'm certain that this is a rational judgment made by them after conscientiously weighing up the pros and cons. There is no such thing as exerting pressure," the spokeswoman added.

China has shown sincerity about resolving the dispute but the ball was in Europe's court, Commerce Ministry spokesman Sheen Danyang said in a separate statement.

"Whether both sides can sit down for talks, whether these talks can be successful and whether we can avoid the expansion and worsening of this trade dispute, is totally up to the European side," Shen said.

The European Commission, the EU's executive, accuses China of flooding Europe with cheap solar panels sold at below the cost of production, and intends to impose duties.

That has prompted energetic lobbying from China against the move and divisions have emerged in Europe on the issue, foreshadowing a bruising internal battle over how to respond to China's trade practices.

The European business community in China, which has long complained the government favors their home-grown competition, expressed concern China would retaliate.

"The European Chamber is against dumping and subsidies that are against WTO rules, and which cause harm," said Davide Cucino, president of the European Chamber of Commerce in China.

"That being said, the Chamber encourages dialog first. None of you have ever heard the words 'trade war' from me."

Asked if European companies operating in China were worried about repercussions, Cucino asked: "Who would not be concerned?"

De Gucht, who met Chinese Vice-Minister of Commerce Zhong Shan in Brussels on Monday, has confirmed there was widespread resistance among member states to the duties, but said governments were clearly being lent on by Beijing.

The split between the Commission and EU member countries, as well as division among the bloc's 27 governments, sets the European Union up for a potentially debilitating dispute over how to deal with China, its second largest trade partner.

Reuters spoke to 21 of the EU's 27 countries and confirmed that 15 opposed the duties, while six supported them. The other six either declined to say or could not be contacted.

France and Italy support De Gucht and say China's rapid rise in solar panel production - to more than total global demand - could not have happened without illegal state support. They blame Chinese overproduction for the loss of thousands of EU jobs in the sector.

The duties will deal a blow to Chinese solar companies such as Trina Solar Ltd, Suntech Power Holdings Co. Ltd. and Yingli Green Energy Holding Co. Ltd., and can be expected to drive up the price of their panels in Europe.

But countries such as Germany, Britain, Sweden and the Netherlands do not want duties on Chinese solar panels because they are worried about retaliation from China and being shut out of its lucrative markets.

    How an iPad in a corner store can spell success in Mexico

    Banking and bill-paying services are offered in booths in small shops across Mexico. The business is backed by a new sort of venture capital that focuses on both financial and social returns.

    On the outskirts of Mexico City, just past the dusty plateau of a defunct landfill, the cinder block houses of Chimalhuac?n crowd a hillside. It?s a city beyond a city, made up of nearly 1?million residents including surrounding areas, yet it lacks many of services and stores one might expect of a city ?? like banks.

    Just two bank branches serve this densely populated suburb in Mexico state. The only national chain convenience store opened just a year ago. One mass merchandiser, a low-end brand called Bodega Aurrera owned by Wal-Mart, competes with the hundreds of small mom-and-pop pharmacies and tienditas, or corner stores.

    Without easily accessible banks or ATMs, many residents lack access to basic financial services and have trouble paying their monthly bills due to the inconvenience of long lines and the cost of transportation to and from the few locations available. Mexico has a history of "unbanked" classes due to the size of the informal economy, low incomes, and the high concentration of assets among relatively few banking institutions. While recent legislation aims to encourage banks to expand both their reach and lending, more than half of Mexican municipalities still lack even one bank branch, according to the World Bank. In the interim, innovative programs like Barared have stepped in to fill the gap.

    Barared offers banking and bill-paying services in booths set up in small corner stores. The company is simultaneously taking on the issue of access to money and bill management for residents, while building small stores? capacity to compete with the big box stores that sooner or later will move in to the community. It?s a business backed by a new sort of venture capital known as ?impact investment,? funding with an eye on both financial and social returns.

    With so few banks serving the Chimalhuac?n area, there is "absolutely no way you will achieve financial inclusion,"?says Alvaro Rodriguez Arregui, founder of the six-year-old IGNIA impact investment fund in Monterrey, Mexico.??IGNIA has supported Barared with injections of about $6.1 million since 2010.

    A system like Barared can help make inroads in marginal areas while also giving "additional sources of income to the tiendita, which is the largest employer in the country," he says. "You bring them into the formal economy."??

    Drawing in customers

    Gregoria Angeles Reyes runs a pharmacy called Fradoni Berriosabel on a corner in Chimahualc?n. She?s been there for a decade and knows most of her customers well. Still, Ms. Reyes faces stiff competition from a pharmacy next door and two others within a couple of blocks. The Barared service gives her a competitive edge, she says.

    ?There is a lot of need here,? Reyes says. ?The most important thing for me is the service I can give to my clients and that more people come to the pharmacy.?

    Barared looks like a telephone booth. A sign outside advertises the ease with which customers can pay light and gas bills: ?Don?t let them cut it!?

    Inside, an iPad console offers a range of services such as account deposits in two participating banks, bill payments, and, soon, remittances. The console issues a receipt, which customers bring to the shop clerk to complete the transaction.

    Clara Maria Vazquez arrived at the pharmacy window with a payment toward a $2,000 microloan she used to open a hair salon in the neighborhood. Ms. Vazquez says she has to make a payment every eight days.

    ?Here they charge us a little but it?s much closer to me,? she says.

    Commissions vary on services but they amount to the equivalent of a few dimes on the dollar ? a fraction of what people pay in transportation costs to the two bank branches or telephone company. The other plus, users say, is the convenience: Banks close at 4 p.m. in Mexico, while tienditas stay open late.

    Investing for impact

    ?Impact investing? is a buzzword for financing directed to projects that promise to address social ills. While funds boasting socially responsible investments have been around for more than two decades, early efforts more often focused on investing in companies that didn't do harm, such as not damaging the environment or not employing sweatshop labor. But these companies didn't necessarily have a mission to do good, either. Today?s impact investment funds ??? including two in Mexico, one in Colombia, and at least one in Brazil ? take that premise a step further, targeting companies that propose solutions to intractable problems, especially in the developing world.

    In Chimalhuac?n, Barared targets a poor population that full-service banks and mass merchandisers largely ignore: what?s known to economists as the ?base of the pyramid.? More than 40 percent of the suburb?s residents 15 years and older never finished basic education, according to the national statistics agency INEGI; 40 percent don?t own a washer; nearly 30 percent live without a refrigerator.

    The impact investment industry makes ?investments in relatively earlier stage companies that have as their sole or primary purpose providing help: a double or triple bottom line,? says Rahul Desai, investment officer at the Inter-American Development Bank?s Opportunities for the Majority department, referring to the marriage of profit with a tangible social or environmental impact.

    It?s profit-minded venture capitalism with a philanthropic heart. Investments in regular startups can take four or five years to generate a return, Mr. Desai notes. But because the companies that these funds target want to serve marginalized markets or resolve long-standing problems, impact investments often take longer to show profit, between seven and 10 years.

    Profitable, self-perpetuating businesses ???not just nonprofit organizations ? should play an important role in resolving social ills, says Mr. Rodriguez Arregui. (The Inter-American Development Bank, in addition to supporting startups directly, is an IGNIA partner.)

    ?When you operate in emerging markets and especially when you operate in the base of the pyramid, a lot of the infrastructure doesn?t exist,? both literally and figuratively, he says. ?We dedicate a lot of our resources to developing that ecosystem, which helps create industries.?

    ?This is a huge endeavor. Single firms are not going to be able to tackle the challenge,? Mr.?Rodriguez Arregui says.

    A solid return

    Without the backing of IGNIA?s impact investment funding, ?we couldn?t have even launched? Barared, says spokesman Carlos Ferrara. ?It?s cost-intensive.?

    Each Barared booth costs about $2,800, including the equipment and installation; the company has installed 130 so far and aims to reach 1,400 this year across Mexico state. The shop owner contributes about 10 percent of the upfront cost, or about $280. It?s a nominal fee to ensure the shop owner is committed, Mr. Ferrara says. In turn, the shop owners can expect to earn between $250 and $450 monthly in commissions on transactions.

    The model has its drawbacks. One Barared manager says shop owners ? often located in tough neighborhoods where robbery and extortion are concerns ? worry about security given that they'll be handling more cash. There have been no robberies yet, Ferrara says.

    For pharmacy and gift shop owner Virginia Rueda Gomez, the investment has paid off. The big box stores will be ?powerful competitors,? she says. She knows this because her husband had to close his own tiendita when the Bodega Aurrera opened. Barared has helped strengthen her business, Ms. Rueda Gomez says.i

    Tobacco companies are not public health stakeholders, experts conclude

    May 28, 2013 ? When assessing information presented by the tobacco industry, the US regulator, the Food and Drug Administration (FDA) and regulatory bodies in other countries, should be aware that they are dealing with companies with a long history of intentionally misleading the public. They therefore should actively protect their public-health policies on smoking from the commercial interests of the tobacco industry and not consider the industry as a stakeholder, concludes a study by experts from the US and Germany published in this week's PLOS Medicine.

    The researchers, led by Stanton Glantz from the Center for Tobacco Control Research and Education at the University of California, San Francisco, reached these conclusions by analysing previously secret documents from the tobacco industry and the Institute of Medicine related to the Institute's landmark 2001 report, Clearing the smoke -- a report that set the tone for the development and regulation of tobacco products in the US, particularly those claiming to be less dangerous.

    The authors found that tobacco companies developed and implemented strategies with consulting and legal firms to access the IOM proceedings (that led to the FDA-commissioned Institute of Medicine report on tobacco products) and that the companies used this access to deliver specific, carefully formulated messages designed to serve their business interests.

    Although the authors found no evidence that the efforts of tobacco companies exerted direct influence on the IOM committee, the analysis shows that tobacco companies were pleased with the final report, particularly its recommendation that tobacco products can be marketed with exposure or risk reduction claims provided the products substantially reduce exposure and provided the behavioral and health consequences of these products are determined in post-marketing surveillance and epidemiological studies ("tiered testing"). Recommendations within the report have policy implications that were continuing to reverberate in 2012.

    The authors say: "There was a lack of clear policy on tobacco industry engagement by the [Institute of Medicine] which, combined with the general presumption of honesty upon which all scientific discourse is based, created an opportunity for the tobacco companies to advocate positions that supported their interests."

    They continue: "The presence of tobacco industry representatives on the FDA's Tobacco Products Scientific Advisory Committee, combined with the FDA's official consideration of the tobacco industry as a "stakeholder," increase the likelihood that the tobacco companies will continue to successfully manipulate the scientific discourse around tobacco product regulation, to the companies' benefit and to the detriment of public health."

    The authors conclude: "To prevent such an outcome, the FDA and counterpart organizations in other countries need to remain cognizant of the guidelines for implementing FCTC Article 5.3* and that they are dealing with companies with a history of more than 50 years of intentionally misleading the public and who were found by two federal courts to have participated in ''a pattern of racketeering activity'' in violation of the RICO Act** when assessing the role of the tobacco companies and the information they present as part of the regulatory process."

    In an accompanying Perspective, Thomas Novotny (uninvolved in the study) from the University California, San Diego says: "[The tobacco industry] should never be treated as a stakeholder because it is unlikely that the industry will ever be part of the solution to the public health challenge of tobacco use."

    Novotny continues: "The profits from selling cigarettes and alternative tobacco products are simply too great for the tobacco industry to simply fade into history. Thus, the public health community needs to do what it does best: to rally popular support for strong, science-based approaches to prevention of tobacco use, to expose the truths about the harms of tobacco use to current users, and to support government agencies in carrying out their legislatively mandated duties to protect public health."

    Cold climate wind energy showing huge potential

    May 28, 2013 ? Wind energy capacity is growing rapidly in the cold climates of the world. According to the latest forecasts, between 45 and 50 gigawatts of wind energy will be built in cold climates by 2017, which would mean an increase of as much as 72 per cent since the end of 2012 and investments amounting to approximately EUR 75 billion.

    "This is a huge opportunity," says Research Scientist Tomas Wallenius from VTT Technical Research Centre of Finland. "There has been a lot of talk about the potential of offshore wind power, but the market for cold climate wind energy is more than ten times greater. We already have the tools to harness the potential of cold climate wind energy cost-effectively, while offshore wind energy is still at the research and development stage."

    VTT has conducted the first ever study into the feasibility of building wind turbines across the globe in areas where cold climate and icy conditions place special demands on wind turbine technology. In addition to Scandinavia and Canada, these areas also include parts of Central Europe, the United States and China. The VTT study has been incorporated into the BTM World Market Update 2012 report (Navigant Research 2013). Cold climates represent encouraging potential for wind energy companies because of their sparse population and favourable wind conditions. These areas experience higher winds in winter than in summer, and the density of cold air increases production capacity. However, turbine blades are highly susceptible to icing. Although icing causes production losses of 3-10 per cent per year, losses can be reduced with the help of anti-icing systems.

    The global financial crisis has made it more difficult to find funding for all kinds of energy investments. Nevertheless, both electricity producers and consumers are still interested in green energy. Wind energy also has the added benefit of predictability: production costs are easier to calculate in the absence of fuel price variations.

    "Our research shows growing demand for anti-icing solutions, which are also developed by VTT in Finland. Another good example of a pioneer in this field is Labkotec Ltd, which is the global market leader in ice detection technology. Competition in this sector is fierce, but products and services for cold climates require specialist expertise which we in Finland have and which we can continue to develop. With good engineering, the challenges posed by cold and icy conditions can be overcome in a financially viable manner."

So researchers across the country are developing new and cheaper ways to protect Japan, like this innovative floodgate that deploys automatically when waters come rushing in?no power or human operators required.

    And instead of using water-powered turbines or other complicated mechanisms that require constant maintenance, the floodgate simply uses a reservoir underneath and a highly buoyant material. As the flood waters rise, the reservoir fills, and the gate floats upwards, sealing off an area up to 33 feet across and as high as 16 feet. So while a tsunami can still rush inland, buildings and other structures can be protected even when electricity's been knocked out.

    ST-Ericsson sells GPS business to Intel

    PARIS/SAN FRANCISCO (Reuters) - ST-Ericsson, a money-losing joint venture being wound down by owners STMicroelectronics and Ericsson, has sold its GPS mobile business to Intel.

    ST-Ericsson, which focuses on mobile and wireless chips, announced the sale on Tuesday without naming the buyer. An Intel spokesman later said the U.S. chipmaker bought the assets.

    Neither company revealed the price, but ST-Ericsson said the proceeds from the sale, combined with the avoidance of employee restructuring charges and other related restructuring costs, would reduce the joint venture's cash needs by approximately $90 million.

    STMicro and Ericsson announced in March they were winding down ST-Ericsson, which has been hit by a big drop in orders from top customer Nokia and has struggled to compete with other chipmakers.

    ST-Ericsson's GPS-related intellectual property rights and engineers add to Intel's already existing GPS assets, Intel spokesman Chris Kraeuter said.

    Design
    Constructed of a 0.05-inch thick aluminum plate, the Geared Titan is rigid and stable, making it ideal for not only desktop use, but also for those set-ups that might put you on the couch or other circumstances where a flat, level tabletop isn't available.

    The aluminum is anodized for both durability and looks. Our review unit came in bright blue (Galactic Blue), but is also available in Crimson Red or Flat Black. Rounded corners and edges prevent any accidents with sharp points, and the anodized aluminum stays cool to the touch. The Titan offers a broad mousing surface measuring 10 by 12 inches.

    The aluminum surface is backed with a layer of foam-rubber with a grippy diamond tread imprint for traction. The patterned imprint of the pad will provide a good grip on any number of surfaces, especially those that aren't quite level or even. When used on a hard surface, like a desk or table, the foam-rubber base also allows some give in an otherwise rigid surface.

    The surface is smooth, but not slick. Like the Razer Ironclad, the texture offers a bit of traction?for some, the surface won't offer enough ease of movement, but for others, the traction allows a more comfortable level of control. Others may prefer a cloth-covered mousepad, like the Razer Goliathus, for smooth gliding. One of our interns briefly used the Titan and felt it didn't offer smooth enough motion for his preferences, yet after a week of use, I had no similar issues. As with all things that tactile, preferences will vary, so try before you buy if you can.

    Performance
    We received the Titan included with the Steiger Dynamics LEET reference, and it was bundled in for one specific reason that's worth mentioning?it's an excellent surface for use on the couch.

    I tested the Titan in a few sessions of Team Fortress 2, where it gave me no problems. The smooth surface let my mouse glide easily, but offered enough traction that I was always in control of my mouse. The smooth blue surface never caused any issues with my mouse, and the stability of the surface was noticeable.

    Compared to other gaming mousepads the Geared Titan Aluminum Gaming Surface is an excellent option among many. It offers the stability of the Roccat Hiro 3D Supremacy Surface with the all-metal design of the Razer Ironclad, while being less expensive and more colorful than either. While not everyone will see the utility in using a metal plate for a gaming mouse pad, the benefits are real, especially for the frustrated gamer trying to use a mouse on the couch. For that specific use case, it goes from being an alright product to a must-own.
