European equities tumble as US stimulus prospects dim

European stocks tumbled Thursday on downbeat eurozone business and consumer confidence and as expectations dimmed that US Federal Reserve Chairman Ben Bernanke would signal fresh economic stimulus.

London's FTSE 100 index dropped 0.42 percent to 5,719.45 points, in Paris the CAC 40 lost 1.02 percent to 3,379.11 points and Frankfurt's DAX 30 tumbled 1.64 percent to 6,895.49 points.

Madrid stocks retreated 1.52 percent as Spain's long-term borrowing costs rose further, while Milan dropped 1.09 percent in value despite another successful Italian bond auction.

The European single currency slid to $1.2502, compared with $1.2526 late in New York on Wednesday.

The dollar slid to 78.54 yen from 78.70 yen late on Wednesday.

A sharp drop in eurozone business and consumer confidence, down by 1.8 points from July to 86.1 points in a fifth consecutive monthly slide, undermined market sentiment.

And unemployment in Germany rose for the fifth month in a row in August in a further sign that Europe's recent growth engine is losing steam.

The DAX also took a hit after shares in automakers fell sharply following analyst notes suggesting the sector was in for a rough ride due to slowing global growth, with Daimler shares dropping 5.53 percent, BMW 4.75 percent and Volkswagen 3.97 percent.

Attention has for days focused on a meeting of central bankers at Jackson Hole, Wyoming, where Bernanke is due to give a speech on Friday, and whether he will signal another round of monetary easing to kickstart the US economy.

However a slew of data in recent days suggesting a slow if steady US recovery has been interpreted by investors as a sign Bernanke would hold off on further stimulus.

"Wednesday's round of positive economic and housing data has dampened the outlook that an additional round of monetary easing will be unveiled in Federal Reserve Chairman Ben Bernanke's Friday address," said Karee Venema at Schaeffer's Investment Research.

US consumer spending rebounded in July after holding flat in June, official data showed Thursday, a crucial improvement for boosting growth in the sluggish economy.

The US Commerce Department reported consumer spending, which accounts for about 70 percent of the nation's economic activity, rose 0.4 percent in July, the strongest gain since February.

"Given the patchiness of US data and the elevated oil price it would seem unlikely that Ben Bernanke will announce a new raft of easing measures in his speech tomorrow especially ahead of next week's jobs report and ISM data," said CMC Markets analyst Michael Hewson.

US stocks were down in midday trading, with the Dow Jones Industrial Average falling 0.75 percent to 13,009.03 points, the S&P 500-stock index sliding 0.71 percent to 1,400.41 points, and the tech-heavy Nasdaq sheding 0.89 percent to 3,053.66 points.

Markets have been on edge for weeks over whether the Fed chairman will act on the sluggish economy.

Bernanke used the Jackson Hole venue the past two years to let markets and policymakers know what is on his mind. In 2010, he moved the markets with his signal of "QE2" -- a second $600 billion quantitative easing programme aimed at pushing down long-term interest rates.

Meanwhile, European Central Bank head Mario Draghi has added to expectations he would resume a controversial sovereign bond-buying scheme.

Writing in the German weekly Die Zeit, he said the ECB would always act within its mandate and ensure price stability, but that it might have to resort to exceptional measures.

Asian markets fell on Thursday, with Hong Kong dropping 1.19 percent, Tokyo falling 0.95 percent, Seoul losing 1.15 percent and Sydney off 0.94 percent.

Peppa Pig has become a family favorite at Grandma and Grandpa's house. We received some awesome Peppa Pig products to review?that will be available exclusively in Toys ?R? Us stores nationwide beginning this August.?They are?manufactured by Fisher Price. I am so excited we have been reviewing the products for?over a week now. My grandchildren?have come to?adore?Peppa Pig.

Just in case you have not heard about Peppa Pig I will share the story briefly. Peppa pig is the creation of Neville Astley, Mark Baker and Phil Davis. They developed the award winning animated series in the U.K. in 2004. Since then Peppa Pig has been airing in many countries all over the world including the U.S. where you can view her on Nick Jr.

Peppa is a cute little pink piggy with a British accent.?She lives with her brother George, Mommy Pig and Daddy Pig.

Let's start with the DVD. The Peppa Pig DVD by Entertainment One Family is titled Muddy Puddles and Other Stories $14.98. I introduced Peppa Pig to the grandchildren with the DVD. The DVD runs 60 minutes with ten episodes. Each episode has a little Peppa adventure that is entertaining and delightful with lots of piggy snorts. I was excited that the episodes held their attention for quite some time.

The Muddy Puddles episode was loved by everyone. Each grandchild had their favorite episode. The Hide and Seek and Camping episodes were at the to of our favorites list.? You can visit Peppa Pig and watch a few clips,?color a?Peppa page,?and play games?at www.peppapig.com.

?

Next we decided to read the book "Peppa Pig and the Lost Christmas List." (Candlewick Press) $12.99

This book is a great Christmas story for young children. Peppa and George pick out a tree. Santa lost the wish list and Peppa saves the day. Well, the story line is simple and easy for little children to understand.

The illustrations are cute and?simply colorful.? This was a very entertaining story for all the children. Up next is the Hug'n Oink Peppa?made by?Fisher-Price for $21.99. She is simply an adorable pink pig! Just squeeze her tummy to hear her oink, giggle and sing.

Any young child will enjoy such a cute and huggable pig. My grandson Little Bug had an oinking good time playing with Peppa and watching the Peppa Pig DVD.

Moving on to the Peppa & Friends two pack figures?play set, "Painting Together" made by Fisher-Price for $7.99. If you have a young child 3 and up this would make a great any time gift. I plan to get a couple for stocking stuffer's since I know they will enjoy anything Peppa Pig.

This set includes Peppa Pig and Danny Dog with a peek'n surprise art easel that flips to reveal a colorful painting.

Finally I saved my favorite for last. The "Peek'n Surprise Playhouse made by Fisher-Price for $34.99.

I am sure you want to know why this is my favorite toy! I am a very down to earth, interactive grandma. I like to sit down on the floor and play with my grandchildren. We have a lot of fun playing with their people play sets. It does not matter the theme. Doll houses, tree houses or castles I do enjoy playing with the ones my grandchildren enjoy. The Peek'n Surprise Playhouse?became a big hit at our house!

This is a charming little play house with lots of transforming furniture. Just flip the unmade bed and? Peppa's bed is made. Open the refrigerator door and with a flip the refrigerator goes from full to empty. Time for a Peppa shopping trip.

The figures can sit or stand which is great for imaginative play. I can hardly begin to tell you about all the hours of fun we are having with this awesome play set.

?

I?believe they are the cutest little pigs I have ever seen! My grandchildren and I think that all these fun Peppa Pig toys will make great Christmas gifts for any child on your list.

Building blocks of life found around young star

ScienceDaily (Aug. 28, 2012) ? A team of astronomers using the Atacama Large Millimeter/submillimeter Array (ALMA) has spotted sugar molecules in the gas surrounding a young Sun-like star. This is the first time sugar been found in space around such a star, and the discovery shows that the building blocks of life are in the right place, at the right time, to be included in planets forming around the star.

The astronomers found molecules of glycolaldehyde -- a simple form of sugar [1] -- in the gas surrounding a young binary star, with similar mass to the Sun, called IRAS 16293-2422. Glycolaldehyde has been seen in interstellar space before [2], but this is the first time it has been found so near to a Sun-like star, at distances comparable to the distance of Uranus from the Sun in the Solar System. This discovery shows that some of the chemical compounds needed for life existed in this system at the time of planet formation [3].

"In the disc of gas and dust surrounding this newly formed star, we found glycolaldehyde, which is a simple form of sugar, not much different to the sugar we put in coffee," explains Jes J?rgensen (Niels Bohr Institute, Denmark), the lead author of the paper. "This molecule is one of the ingredients in the formation of RNA, which -- like DNA, to which it is related -- is one of the building blocks of life."

The high sensitivity of ALMA -- even at the technically challenging shortest wavelengths at which it operates -- was critical for these observations, which were made with a partial array of antennas during the observatory's Science Verification phase [4].

"What it is really exciting about our findings is that the ALMA observations reveal that the sugar molecules are falling in towards one of the stars of the system," says team member Cecile Favre (Aarhus University, Denmark). "The sugar molecules are not only in the right place to find their way onto a planet, but they are also going in the right direction."

The gas and dust clouds that collapse to form new stars are extremely cold [5] and many gases solidify as ice on the particles of dust where they then bond together and form more complex molecules. But once a star has been formed in the middle of a rotating cloud of gas and dust, it heats the inner parts of the cloud to around room temperature, evaporating the chemically complex molecules, and forming gases that emit their characteristic radiation as radio waves that can be mapped using powerful radio telescopes such as ALMA.

IRAS 16293-2422 is located around 400 light-years away, comparatively close to Earth, which makes it an excellent target for astronomers studying the molecules and chemistry around young stars. By harnessing the power of a new generation of telescopes such as ALMA, astronomers now have the opportunity to study fine details within the gas and dust clouds that are forming planetary systems.

"A big question is: how complex can these molecules become before they are incorporated into new planets? This could tell us something about how life might arise elsewhere, and ALMA observations are going to be vital to unravel this mystery," concludes Jes J?rgensen.

The work is described in a paper to appear in the journal Astrophysical Journal Letters.

The Atacama Large Millimeter/submillimeter Array (ALMA), an international astronomy facility, is a partnership of Europe, North America and East Asia in cooperation with the Republic of Chile. ALMA is funded in Europe by the European Southern Observatory (ESO), in North America by the U.S. National Science Foundation (NSF) in cooperation with the National Research Council of Canada (NRC) and the National Science Council of Taiwan (NSC) and in East Asia by the National Institutes of Natural Sciences (NINS) of Japan in cooperation with the Academia Sinica (AS) in Taiwan. ALMA construction and operations are led on behalf of Europe by ESO, on behalf of North America by the National Radio Astronomy Observatory (NRAO), which is managed by Associated Universities, Inc. (AUI) and on behalf of East Asia by the National Astronomical Observatory of Japan (NAOJ). The Joint ALMA Observatory (JAO) provides the unified leadership and management of the construction, commissioning and operation of ALMA.

Notes

[1] Sugar is the common name for a range of small carbohydrates (molecules containing carbon, hydrogen and oxygen, typically with a hydrogen:oxygen atomic ratio of 2:1, as in water). Glycolaldehyde has the chemical formula C2H4O2. The sugar commonly used in food and drink is sucrose, which is a larger molecule than glycolaldehyde, and another example of this set of compounds.

[2] Glycolaldehyde has been detected in two places in space so far -- first towards the Galactic Centre cloud Sgr B2, [using the National Science Foundation's (NSF) 12 Meter Telescope at Kitt Peak (USA) in 2000][1], and [with the NSF's Robert C. Byrd Green Bank Telescope (also USA) in 2004][2], and in the high-mass hot molecular core G31.41+0.31 [using the IRAM Plateau de Bure Interferometer (France) in 2008][3].

[3] Accurate laboratory measurements of the characteristic wavelengths of radio waves emitted by glycolaldehyde were critical for the team's identification of the molecule in space. In addition to the glycolaldehyde, IRAS 16293-2422 is also known to harbour a number of other complex organic molecules, including ethylene glycol, methyl formate and ethanol.

[4] Early scientific observations with a partial array of antennas began in 2011 (see[ eso1137][4]). Both before and after this, a range of Science Verification observations have been performed to demonstrate that ALMA is capable of producing data of the required quality, and the data produced have been made publicly available. The results described here use some of these Science Verification data. Construction of ALMA will be completed in 2013, when 66 high-precision antennas will be fully operational.

[5] They are usually around 10 degrees above absolute zero: about -263 degrees Celsius.

Steve Harvey doesn't want stars on his show

By Ree Hines, TODAY contributor

He's already made his mark as an actor, comedian, radio star, game show host and author, but Steve Harvey hasn't finished proving himself as an entertainer. With a new self-titled daytime talk show in the works, Harvey hopes to show the competition how it's done.

"There's a lot going on right now. There's a lot of people launching shows and stuff," he explained to TODAY's Savannah Guthrie on Wednesday morning. "But there's only one Steve Harvey."

And what does he have that makes him stand out from the rest of the daytime talkers?

"I've got me -- 6'2", 230 pounds," Harvey explained. "I smile harder than anybody on TV, and I'm funnier."

But he plans to rely on more than just his charismatic presence to make "Steve Harvey" a hit. After all, a talk show is really about the guests, and that's where Harvey wants to break away from the rest of the daytime pack by turning his back on the usual celebrity visitors. He wants "real" people.

"I want to talk to everyday people," he said. "They're the most interesting people. Plus, they show up, and you don't have to put pink M&Ms in their dressing room and black roses and stuff like that.... And regular people are interesting and more relatable, and that's what I'm interested in. I want you to be able to tune in and laugh about it. Everything's not life or death. We can laugh at some of this stuff."

"Steve Harvey" premieres Sept. 4. Check your local listings for the time and channel.

Do you think the comedian's new celeb-free talk show will have what it takes to beat the daytime competition? Tell us on our Facebook page.

Japan, N. Korea in first face-to-face talks since 2008

Japan and North Korea met on Wednesday in Beijing for their first face-to-face talks in four years in an attempt to lay the groundwork to overcome decades of mutual distrust.

Ties between the two countries have long been strained, though they periodically try to resume dialogue with the ultimate -- and so far elusive -- goal of establishing formal diplomatic relations.

The talks come as governments and analysts seek clues about the emerging foreign policy of North Korean leader Kim Jong-Un, who took over the communist state after his father Kim Jong-Il died in December.

An official with the Japanese embassy in Beijing who asked not to be named confirmed that the discussions, which Tokyo has said are preparatory and which involve two relatively junior diplomats, had begun.

The discussions were expected to last one day but might stretch into Thursday.

The issues that have long bedevilled Japan-North Korea relations, however, remain largely the same as before so it is unclear how much, if any, progress can be made in the encounter.

Tokyo continues to want further answers regarding the fate of citizens abducted by North Korean agents, amid suspicions in Japan that Pyongyang has failed to provide all the information it has.

Secretive North Korea admitted in 2002 its agents kidnapped Japanese in the 1970s and 1980s to help train spies by teaching Japanese language and culture, and later allowed five of them and their families to return home.

It said another eight died, though many in Japan hold out hope they remain alive. There are also suspicions that Pyongyang's agents abducted more Japanese than was admitted.

Japan says North Korea agreed to reopen investigations into the fate of abducted Japanese when the two sides last met in 2008.

From a security standpoint, Japan also remains wary of North Korea's past ballistic missile tests over its territory or aimed at its airspace as well as underground nuclear experiments in 2006 and 2009 and threats of more.

North Korea, meanwhile, craves trade with Japan yet blasts its military alliance with the United States, colonisation of the Korean peninsula in the first half of the 20th century and treatment of ethnic Koreans in Japan.

The Korean Central News Agency, North Korea's media mouthpiece, in a commentary Tuesday criticised Japan for its past colonialism.

"Japan not only grabbed the territory, culture and natural resources of the Korean nation but deprived Koreans of even their names," it said.

"These atrocities were recorded as the most barbarous and disgraceful aggression in human history."

Heavily militarised and largely impoverished North Korea, prone to damage from natural disasters such as flooding due to poor infrastructure and deforestation, struggles to feed its people.

Jin Matsubara, Japan's state minister for the abduction issue, said last week that progress could yield big dividends in humanitarian aid.

The answers are former New York City Mayor Rudy Giuliani and now-Sen. Mark Warner (D) of Virginia, respectively.

But the real answer is: They were largely immaterial to Election 2008.?

Tuesday night, New Jersey Gov. Chris Christie (R) gives a much-anticipated keynote address at the Republican National Convention in Tampa, Fla. The speech will be in prime time, with all four broadcast networks covering it live.

It?s ?much anticipated? because Governor Christie is a rousing orator with a gift for straight (and often colorful) talk. But what is the potential impact of the marquee opening-night address? If anything, it will likely be on the speaker's own political career, not the presidential race.

?Keynote convention speeches can be a huge leg up in someone?s own political career,? said Stephen Farnsworth, a political scientist at Mary Washington University in Fredericksburg, Va. ?The real impact is for the individual doing the speaking more than for the party.?

Indeed, there's?no recent historical precedent for a keynote address affecting the hopes of the nominated presidential candidate.

Despite Christie?s effectiveness as a speaker, Professor Farnsworth says, ?It?s hard to imagine much of anything happening this week that moves the needle all that much,? because there are fewer undecided voters than in previous cycles.

?If they?ve been undecided through all of the onslaught through the television ads and new stories so far I?m not sure the convention is going to pull them off the fence,? Farnsworth says.

And there?s only one recent example of a convention keynote propelling the speaker to greater political heights. The?best-case scenario for Christie, it seems, is that he could be the next Barack Obama.

It was in 2004 that Mr. Obama, then an obscure state senator in Illinois, offered a speech that blew the roof off the Fleet Center in Boston. A little good fortune and a lot of ambition ? and the notoriety he gained in Boston that night ? propelled Obama to the US Senate that year and then to the White House in 2008.

But Obama?s speech didn?t shine any light on presidential hopeful John Kerry, who went to defeat.

The history of other convention keynote speakers has been similarly undistinguished.

Democrat-turned-Republican Zell Miller offered the keynote for President George W. Bush in 2004. While Mr. Miller?s speech was fiery, none credit it with helping Bush over the finish line, and Miller was out of politics.

Bush went without a formal keynote in 2000, splitting the honors between Sen. John McCain (R) of Arizona and retired Gen. Colin Powell. Senator McCain went on to become his party?s nominee in 2008, but the speech was a footnote, at best, in the rise of an often iconoclastic public figure.

In 2000, Democrats served up then-Rep. Harold Ford (D) of Tennesee, the youngest member of Congress at the time. Mr. Ford went on to an inspired but eventually unsuccessful run for the Senate ? and a much longer career as a contributor to political television programs.

Going further back, check out this helpful?POLITICO list. But in looking over the historical record since 1980, there?s not a single keynote address that stands out as a game-changer for anyone save Obama.??

Christie, for his part, described the goal of Tuesday?s speech first in personal terms.

He hopes viewers say, ?Yup, that?s him, that?s who I heard about. Seems genuine to me,? as Christie put it on Good Morning America on Tuesday.

But the second part of his goals sounded downright presidential.

?And if they say, ?I like the vision he?s laid out for the country and for his party for the next four years,? ? Christie said, ?then I will have done my job for my party and my country.?

And that bit of aspirational flourish adds a little truth to Farnsworth?s dictum for politicians: ?If you have a choice in politics of being on television in prime time or not,? he says, ?you choose being on TV in prime time every time.?

Vitamin B3 may offer new tool in fight against staph infections, 'superbugs'

ScienceDaily (Aug. 27, 2012) ? A new study suggests that nicotinamide, more commonly known as vitamin B3, may be able to combat some of the antibiotic-resistance staph infections that are increasingly common around the world, have killed thousands and can pose a significant threat to public health.

The research found that high doses of this vitamin increased by 1,000 times the ability of immune cells to kill staph bacteria. The work was done both in laboratory animals and with human blood.

The findings were published August 27 in the Journal of Clinical Investigation by researchers from Cedars-Sinai Medical Center, the Linus Pauling Institute at Oregon State University, UCLA, and other institutions. The research was supported by several grants from the National Institutes of Health.

The work may offer a new avenue of attack against the growing number of "superbugs."

"This is potentially very significant, although we still need to do human studies," said Adrian Gombart, an associate professor in OSU's Linus Pauling Institute. "Antibiotics are wonder drugs, but they face increasing problems with resistance by various types of bacteria, especially Staphylococcus aureus.

"This could give us a new way to treat staph infections that can be deadly, and might be used in combination with current antibiotics," Gombart said. "It's a way to tap into the power of the innate immune system and stimulate it to provide a more powerful and natural immune response."

The scientists found that clinical doses of nicotinamide increased the numbers and efficacy of "neutrophils," a specialized type of white blood cell that can kill and eat harmful bacteria.

The nicotinamide was given at megadose, or therapeutic levels, far beyond what any normal diet would provide -- but nonetheless in amounts that have already been used safely in humans, as a drug, for other medical purposes.

However, there is no evidence yet that normal diets or conventional-strength supplements of vitamin B3 would have any beneficial effect in preventing or treating bacterial infection, Gombart said, and people should not start taking high doses of the vitamin.

Gombart has been studying some of these issues for more than a decade, and discovered 10 years ago a human genetic mutation that makes people more vulnerable to bacterial infections. In continued work on the genetic underpinnings of this problem, researchers found that nicotinamide had the ability to "turn on" certain antimicrobial genes that greatly increase the ability of immune cells to kill bacteria.

One of the most common and serious of the staph infections, called methicillin-resistant S. aureus, or MRSA, was part of this study. It can cause serious and life-threatening illness, and researchers say the widespread use of antibiotics has helped increase the emergence and spread of this bacterial pathogen.

Dr. George Liu, an infectious disease expert at Cedars-Sinai and co-senior author on the study, said that "this vitamin is surprisingly effective in fighting off and protecting against one of today's most concerning public health threats." Such approaches could help reduce dependence on antibiotics, he said.

Co-first authors Pierre Kyme and Nils Thoennissen found that when used in human blood, clinical doses of vitamin B3 appeared to wipe out the staph infection in only a few hours.

Serious staph infections, such as those caused by MRSA, are increasingly prevalent in hospitals and nursing homes, but are also on the rise in prisons, the military, among athletes, and in other settings where many people come into close contact.

Kindergarten readiness: Are shy kids at an academic disadvantage?

ScienceDaily (Aug. 28, 2012) ? Parents of young children hope for a successful kindergarten experience that will set their youngsters on the right path of their educational journey. Some worry about their kids not adapting to the school environment, particularly when the children are talkative and overactive. Yet, a new study by the University of Miami (UM) shows that overly shy preschool children are at greater academic risk than their chatty and boisterous peers.

The study is one of the first to follow the social and academic progress of children throughout the preschool year. The report shows that children displaying shy and withdrawn behavior early in the preschool year started out with the lowest academic skills and showed the slowest gains in academic learning skills across the year. The findings are published online, in advance of print, by the Journal of School Psychology.

"Everybody wants their children to be ready for kindergarten, to know their ABCs and to be able to count, but they sometimes don't understand that having social-emotional readiness is equally important," says Rebecca J. Bulotsky-Shearer, assistant professor of psychology at UM College of Arts and Sciences (CAS) and principal investigator of the study.

Behavioral problems in the classroom arise when there is a gap between the child's developmental skills and the expectations of the school environment, according to the study. The findings suggest that children who are shy in the classroom have trouble engaging and learning.

"Preschool children who are very introverted tend to 'disappear within the classroom,'" says Elizabeth R. Bell, doctoral candidate in developmental psychology, at UM and co-author of the study. "It appears that while these children are not causing problems in the school, they are also not engaging in classroom activities and interactions, where almost all learning occurs during this age."

The results also raise the possibility that children who are loud and disruptive may be more likely to get the teacher's attention and benefit from specific educational strategies. "There are many classroom-based interventions for children that are disruptive and acting out in the classroom," says Bulotsky-Shearer. "I think the children who show an extreme amount of shyness and are withdrawn are most at risk of getting missed."

The researcher hopes the new findings encourage the development of appropriate classroom interventions tailored to the needs of different children, as well as appropriate training and professional development for teachers, to help them identify children who need help in specific areas. "This is especially important within early childhood programs such as Head Start, serving a diverse population of low-income children and families," says Bulotsky-Shearer.

The study analyzes information from 4, 417 prekindergarten children in the Head Start Program, ages 3 to 5, from a diverse population, living in a large urban district of the northeast. Six profile types were used to describe the preschoolers: 1.Well adjusted; 2. Adjusted with mild disengagement; 3.Moderately socially and academically disengaged; 4. Disruptive with peers; 5.Extremely socially and academically disruptive; 6.Extremely socially and academically disengaged.

The teachers assessed the emotional and behavioral characteristics, as well as the academic progress of each child, at three points in time during the preschool year. The findings show that older kids and girls tended to be better adjusted to the class, exhibited less behavioral problems, and had higher levels of social literacy, language and math skills.

The study is titled "Latent Profiles of Preschool Behavior within Learning, Peer, and Teacher Contexts: Identifying Subgroups of Children at Academic Risks across the Preschool Year." Ximena Dominguez, research social scientist, at SRI International is also a co-author of the study.

Holistic Plans question by KITTY: What exactly does this report mean? Nuclear safety inspection stuff?
An NRC-identified finding of very low safety significance with an associated Non-Cited Violation (NCV) of Technical Specification 5.4.1 was identified in the area of occupational radiation safety associated with the licensee?s failure to perform adequate job planning to evaluate the radiological hazards, as required by station procedures. Specifically, the licensee failed to properly assess the radiological hazards to workers associated with the decontamination, demobilization and packaging of fuel sipping equipment on the refuel floor. This issue has been entered into the licensee?s corrective action program and implemented corrective actions that include changes to procedures to include a holistic risk-based review of radiologically significant work.

The finding is more than minor because, given the radiological uncertainty of working with fuel handling equipment, if left uncorrected the finding could become a more significant safety concern. The finding was determined to be of very low safety significance because it did not involve unintended collective dose (ALARA planning); there was no overexposure, nor potential for overexposure; and the licensee?s ability to assess dose was not compromised. Additionally, the cause of this finding had a cross-cutting aspect in the area of Human Performance. Specifically, the licensee failed to appropriately plan the work activity by incorporating risk insights and job site conditions, including conditions which may impact radiological safety (H.3 (a)).

I?m having trouble understanding what this report is about, because I am dumb and when I try to read through it, it goes way over my head.
Could someone please summarize this in words easier to understand?

http://www.nrc.gov/NRR/OVERSIGHT/ASSESS/PRAI2/prai2_pim.html#OR1st

^that is the site the report is from if it matters :P

Holistic Plans best answer:

Answer by rs
In a small nutshell:
The investigation found that the licensee did not perform a study to determine any risks associated with handling nuclear fuel cutting tools on the refuel floor. Not that there were any hazards, but the licensee didn?t due their duty to ensure there were none.

It?s sort of like not bothering to study MSDS?s of chemicals you are using even though the is a very low likelihood of the chemicals being harmful.

The ?slap on the wrist with a wet noodle? was to tell the licensee that a corrective action program has to be performed.

Take this interpretation for what it?s worth and what you paid for it .

Recreation deaths rise in southern Alberta amid beautiful but deadly ...

As Calgary enjoys one of the warmest summers to come along in a decade, a jump in recreation-related deaths cast a pall over an otherwise glorious season.

First responders and rescue experts were kept busy with one of the most active, and deadly, recreation seasons in recent years.

Preliminary statistics show a 56 per cent increase in the number of drowning and recreation-related deaths in Alberta this summer compared with 2010.

These ?unintentional deaths? were the result of activities such as boating, swimming, horseback riding, climbing, hiking, biking and in-line skating, according to data tracked by the Office of the Chief Medical Examiner.

In 2010, there were nine deaths in the province between June and August as a result of recreational activity.

So far this year, approximately 14 people have died.

Calgary and southern rural Alberta led the province with eight deaths, including at least two drownings.

There was just one recreation-related death in Calgary during the summer months in 2010.

The preliminary figures could increase as fatality inquiries are completed.

When people are injured or missing in the backcountry of Kananaskis, mountain safety specialist Mike Koppang is often the first to get the call.

Koppang was among the crew to recover fallen Calgary climbers Ranjit Sidhu, 31, and Jane Vuong, 25, who died last month after falling nearly 100 metres while rappelling down Heart Mountain Creek.

?The recovery missions are certainly the toughest,? Koppang said.

?We certainly don?t like doing recoveries. It?s never something you?re excited to go and do but it?s part of the job.?

?It?s important that we can reunite a family. It?s important that people get that closure in the event of a tragic accident where there is a fatality.?

After a slow start to the season, Koppang said wayward recreationists kept his crew very busy.

In addition to mountain rescues, Kananaskis Public Safety Specialists were called to three fatal drownings and conducted dozens of water rescues along the Bow and Sheep rivers.

?It?s challenging but also very rewarding,? he said.

STARS air-ambulance crews are often called to some of the worst recreation-related incidents.

Within eight minutes of receiving a call, STARS can have a crew in the air en route to the scene, said STARS spokesperson Mike Haska.

?In the summer we?ll see an increase in scene calls because people are doing recreational activities or they?re out on the highways,? Haska said.

He estimates that about 10 per cent of calls are for recreation-related incidents.

?It?s very seasonal, in the summer there?s more horseback riding incidents, more water-incidents, people diving and boating,? Haska said.

?That?s why we try to drive home the message about safety ? a helmet or a life-jacket can make the difference between an injury and severe injury or death.?

Fuji Electric releasing first coin-operated EV fast charger, gives electric cars extra life

DNP Fuji Electric releasing first coinoperated EV fast charger, gives electric cars extra lifeFuji Electric Retail Systems Co. is no stranger to flipping coins for profit, thanks to a robust lineup of vending machines such as the A011. The Japanese company, however, has also branched out from dispensing hot and cold drinks for change by supplementing its offerings with a different kind of juice. Meet the FRCM00CK -- the industry's first coin-operated fast charger for electric vehicles, according to Fuji Electric. The charger measures 300mm wide, 400mm deep, 1,210mm tall and tips the scale at 41 kilograms. It also doesn't take paper currency, limiting its appetite to coins in ¥10, ¥50, ¥100 and ¥500 denominations. The machine's product page doesn't give specifics about how long it takes to charge vehicles but says it can provide a maximum charging time of 60 minutes. Incidentally, Fuji Electric's US site states that its FRC series of EV chargers can completely power up a 25 kWh electric vehicle battery in about 60 minutes. The coin-operated charger will cost ¥600,000 or about $7,600 and is slated for a 2012 release. Some may argue that it doesn't have quite the geek cool of the Roto-A-Matic or the WiFi vending machine. Still, the FRCM00CK is decidedly more electric.

The world doesn't need another war | Reporting on the Middle East ...

By Linda S. Heard,? 28 August 2012

?

Iran must be exposed by the international community as the premier terrorist support state that it is, and everything should be done to prevent Iran, the world?s most dangerous regime, from developing the world?s most dangerous weapons,? says Israel?s Prime Minister Benjamin Netanyahu, who, according to Israel?s Channel 10, ?is determined to attack Iran before US elections? with or without Obama?s go-ahead.
?The Zionist regime and the Zionists are a cancerous tumor. Even if one cell of them is left in one inch of land, in the future this story will repeat,? recently announced the Iranian President Mahmoud Ahmadinejad, adding, ?With the grace of God and help of the nations, in the new Middle East there will be no trace of the Americans and Zionists.?
It?s about time that Israeli and Iranian leaders quit behaving like schoolyard bullies engaged in a belligerent war of words and faced up to their responsibilities towards their citizens, neighbors and the world at large. Venomous threats and insults not only pollute the atmosphere they propel the hands of the Doomsday clock closer to midnight. They have set the entire region on a knife edge anxious about the day when vicious words will result in war, a conflict between two mighty military powers with a terrible humanitarian and economic cost.
Blame also falls on the US and Russia which have neglected to use their substantial influence over Tel Aviv and Tehran respectively to halt this madness. Instead of embracing their natural roles as big brother mediators, they?re busy heaping insults on one another over the impasse in Syria and obstructing each other?s efforts toward peace. Those nuclear-armed powers wielding vetoes in the UN Security Council should act in concert to keep our one world safe based on higher moral principles, not selfish economic and geo-strategic interests, when there is so much at stake. I won?t bother including Great Britain when it?s focused on far more important things such as how to extract a lone Australian, charged with nothing, from the Ecuadorian embassy.

Putin and Obama should stand together to tell the two sides to put a lid on their mutual invective and store their rattling sabers at pain of being abandoned to their own devices sans trade agreements, weapons deals and military/civil aid. If they chose to be partners instead of protagonist, together they could guarantee the security and sovereign inviolability of both Israel and Iran to quell legitimate fears. I can?t blame you if you think that sounds idealistic, na?ve even. After all, big powers have always operated out of self-interest. It would be a better world if they came together but let?s be pragmatic. A major conflagration in the MENA region involving not only Israel and Iran but potentially also Hezbollah, Syria, Hamas, Turkey, Iraq and, possibly Egypt that is slowly gravitating toward Tehran, would be gravely detrimental to Washington and Moscow as well as their regional allies. Haven?t two world wars that destroyed the lives of millions upon millions taught them anything at all?
We, the people, aren?t exempt from taking responsibility either. Is there anybody out there who seriously wants their countries enmeshed in a bloody conflict, one in which the chance of weapons of mass destruction being unleashed is high? That would require us to climb out of our entrenched political positions and climb off our nationalistic high horses long enough to petition our leaderships to utilize every diplomatic tool to calm the situation.
In the great scheme of things it doesn?t matter which side is right or which is wrong. And don?t be fooled into thinking that this contretemps is all about whether or not Iran?s uranium enrichment program is geared toward nuclear weapons. Even if it were, nukes are useless other than as a deterrent because when used against countries able to retaliate in kind they equate to self-destruction. He won?t admit it, but Netanyahu?s fears revolve around Tehran?s emboldening of states and non-state actors in the vicinity around Israel with extremist ideology, cash and weapons; concerns that are shared by many Gulf states. For its part, Tehran is ultra defensive because it has been punished by US and EU-imposed trade, economic and oil industry sanctions and, given years of non-stop Israeli threats, is alert to those threats being realized.
Of course, we?ve been listening to Netanyahu?s blistering verbal attacks on Iran for years, so there is a temptation to dismiss them as nothing more than posturing. The difference is that this time the Israeli security establishment and public appears to be taking them seriously. Israeli intellectuals have signed a petition urging fighter pilots to disobey government orders to strike Iranian nuclear sites. Former Mossad chief Meir Dagan ? echoed loudly by many of his former colleagues and politicians such as Shimon Peres and Shaul Mofaz ? has denounced Netanyahu?s Iran policy on the grounds that an ?an Israeli bombing would lead to a regional war and solve the internal problems of the Islamic Republic of Iran? by galvanizing Iranian society behind the leadership.? Anti-war demonstrations have been taking place in Israel?s major cities with protesters chanting ?We don?t want another war? and ?Don?t bomb! Talk!?
Earlier this month, another former Mossad head Ephraim Halevy and Gen. Aharon Ze?evi told the Jerusalem Post that they anticipated an Israel strike on Iran within weeks. So if Netanyahu and his fold are once again crying wolf, they risk losing their credibility.
At the nub of this discussion is the fact that neither Israel nor Iran are going anywhere; no amount of devastation can erase them from the map. They should exchange their military muscle-flexing for dialogue; they don?t need to be fast friends, what?s required is mutual toleration. My advice to the Iranian and Israeli people is this for what it?s worth: ?Exchange your egotistical loud-mouthed firebrands for people with wisdom who have your well being and the future of your children at heart.?

PFT: Bills cut Young; where might he land?

Colt McCoyAP

The backup quarterback market started rolling with Tarvaris Jackson moving from Seattle to Buffalo, but the other name everyone expected in that mix might not be going anywhere.

Browns coach Pat Shurmur praised Colt McCoy extensively Sunday, creating the impression he wants to keep McCoy as his backup.

?I think he?s done an outstanding job here in training camp,? Shurmur said, via Mary Kay Cabot of the Cleveland Plain Dealer. ?I?m very pleased with where he?s at. I gained an even greater appreciation of him, the way he?s competed, the way he?s handled the situation, let?s just call it that. I?m very impressed with how he?s doing.

?I think that?s good for our team. He understands one of the primary things you need to understand as a backup at this point ??to be ready to play ? because you?re ankle injury from being in there, and he?s been on both sides of that coin and so he understands it.?

McCoy posted a 138.0 rating working with the second offense against the Eagles, and his preseason rating?s an impressive 119.1.?He?s looked good in the preseason before, but Shurmur said he?s impressed with how McCoy?s handled things.

?He?s had a full year now ? a season and a full offseason to get to know our system better and I think it?s showing up that way,? Shurmur said. ?So I?ve got a great deal of respect for what he?s done.?

Shurmur?s also said Thad Lewis as a player ?worth developing,? creating the obvious speculation that there?s one job for either Seneca Wallace or McCoy.

McCoy would have more value to another team, but if you take Shurmur at face value (and this time of year, you most definitely should not with any coach), he might be staying put.

Romney assails Obama campaign on Akin, abortion

TAMPA, Fla. (AP) ? Mitt Romney accused President Barack Obama's campaign of trying to link him to Rep. Todd Akin's statements about rape and abortion, calling that a sad new low in the bitter election race while conceding that controversy over the remarks is hurting the Republican Party.

Romney's comments were broadcast Sunday as Republicans poured into Florida prepared to cram four days of nominating convention events into three because of the threat caused by Tropical Storm Isaac.

Railing about a Democratic campaign they cast as harshly negative ? as the Democrats say about the GOP ? Romney and Republicans sought to reach out to female voters and Hispanics ? two voting blocs that polls show favor Obama. Top Republicans said it was crucial that the party broaden its appeal for the November election and for longer-term political viability.

Akin's remarks dogged the GOP as delegates and party officials gathered in this Florida city nervously eyeing overcast skies for the impending storm. Republicans scrambled to reconfigure their schedule, postponing the bulk of events that had been scheduled for Monday's opening.

Akin is the GOP Missouri Senate candidate who said women's bodies have ways of avoiding pregnancy from a "legitimate" rape. Romney and other GOP leaders have criticized those statements and urged Akin to drop out of the Senate race.

Asked in an interview, recorded earlier, on "Fox News Sunday" about what the questioner said were Obama campaign efforts to link Akin's remarks to Romney and other Republicans, Romney said: "It really is sad, isn't it, with all the issues that America faces for the Obama campaign to continue to stoop to such a low level."

Romney said the controversy over Akin "hurts our party and I think is damaging to women."

He said that as Massachusetts governor, he had helped women by guaranteeing coverage for them ? and men as well ? by enacting that state's health care legislation. Romney has pledged that as president he would repeal Obama's health care overhaul law ? which is similar to the Massachusetts statute ? but Romney said he was proud of his accomplishment at the state level.

Obama hasn't explicitly linked Romney to Akin, but he said in an interview with The Associated Press that the GOP candidate has locked himself into "extreme positions" on economic and social issues and would surely impose them if elected president.

In a Web ad, the Democratic National Committee spliced together images of Romney and Paul Ryan, Akin's interview in which he made the comments and various news reports, with the question, "Where does the GOP stand on the issue of women's health?"

The ad's final image is the Romney-Ryan campaign logo with Akin's name added.

The Democratic Party, in fundraising appeals, has sought to tie the Romney-Paul Ryan ticket to Akin.

"Now, Akin's choice of words isn't the real issue here. The real issue is a Republican Party ? led by Mitt Romney and Paul Ryan ? whose policies on women and their health are dangerously wrong," said a recent letter from Debbie Wasserman Schultz, the chairwoman of the Democratic Party.

Separately, Republican National Party Chairman Reince Priebus said Akin's insistence on staying in the Missouri Senate race could cost the party its chance to win control of the Senate.

Priebus said Akin "should put the mission of liberty and freedom ahead of himself" and leave the race.

Akin has ignored calls from national GOP leaders to leave the race against incumbent Democratic Sen. Claire McCaskill. Republicans hope to pick off her seat and capture a Senate majority in the November elections. Priebus commented Sunday on CNN's "State of the Union."

On the eve of the convention, the Romney campaign released a new ad using Obama's words on Medicare cuts from the 2008 campaign. The ad, with the catchphrase, "It ain't right," criticizes the $700 billion in Medicare cuts in Obama's health care law.

Meanwhile, Sen. John McCain, R-Ariz., said Romney must effectively reach women and Hispanics if he is to oust Obama in the November election.

Speaking on NBC's "Meet the Press," the former GOP presidential candidate said Romney must convince women and Hispanics that "jobs and the economy are more important perhaps than other issues."

Former Florida GOP Gov. Jeb Bush had a similar message about the Hispanic vote, saying on NBC, "Gov. Romney can make inroads if he focuses on how do we create a climate of job creation and economic growth."

Bush, who has long urged his party to craft a more conciliatory message to Hispanics, added: "We've got to have a better tone going forward over the long haul for sure. You can't ask people to join your cause and then send a signal that 'you're really not wanted.' It just doesn't work."

As aides in Tampa scrambled, Romney was taking a rare day off the campaign trail at his lakeside vacation home in New Hampshire, receiving updates on the storm and making final preparations for the Thursday speech with which he will accept his party's presidential nomination. The campaign said he was working with a teleprompter.

"The safety of those in Isaac's path is of the utmost importance," Romney tweeted after Republican officials announced Saturday that they had postponed almost all of Monday's convention proceedings until Tuesday.

Though the storm appeared to be on a track that would pass well west of Tampa, storm surges and flooding from Isaac were still possible, and convention organizers said they were making contingency plans to move delegates who had been booked into beachfront hotels to other locations if necessary. They indicated the schedule shift also was meant to prevent overburdening emergency response personnel at the height of the storm.

The Republican Party planned to break from the political speeches to honor astronaut Neil Armstrong with a video tribute. Armstrong died Saturday.

Convention spokesman James Davis said the GOP's advice to delegates was "if your travel plans have not been interrupted and they're set, we recommend you come on down."

With Isaac nearing, Obama, who had been at the Camp David presidential retreat in Maryland, dispatched the Federal Emergency Management Agency to establish a command center and move more resources into the state. Vice President Joe Biden scrapped a planned campaign trip into Florida that was to counter the start of the GOP convention.

Republicans hope to use this week's convention to cast Romney as a determined leader with the know-how to fix the country's economy. They also want to introduce him as a family figure to counter the image of him as a ruthless businessman as Democrats have sought to brand him.

The convention gives the GOP the opportunity to send a message of unity roughly two months before the election. But onetime presidential candidate Rep. Ron Paul signaled that he wasn't onboard.

In an interview with The New York Times, the Texas congressman said convention officials had said he could speak at the event if he allowed the Romney campaign to review his remarks beforehand and if he delivered a full-throated endorsement of the candidate.

"It wouldn't be my speech," Paul said. "That would undo everything I've done in the last 30 years. I don't fully endorse him for president."

Paul was anticipating thousands at a University of South Florida rally on Sunday.

Obama was due to travel next week to college towns in Iowa, Colorado and Virginia to court young voters. The president's nomination for a second term is to come next week in Charlotte, N.C.

The Democrat picked up the endorsement of former Florida Gov. Charlie Crist, the Republican-turned-independent who lost the 2010 Senate race to Republican Marco Rubio.

In an article in the Tampa Bay Times, Crist called Obama the "right leader" for the state and the country. He criticized what he said was his former party's move to the right, saying it "has failed to demonstrate the kind of leadership or seriousness voters deserve."

A few of Romney's former presidential rivals were holding events of their own in Tampa. Herman Cain and Minnesota Rep. Michele Bachmann ? both have endorsed Romney ? were appearing at a joint event.
