Lieutenant Colonel Dr. Salah Obeid Al Ghoul, Director of Law Respect Culture Bureau; the General Secretariat of His Highness Deputy Prime Minister, Minister of Interior, indicated that drugs and crime are inseparable;? pointing out to? the close connection between drugs and all forms? of crimes in society. In his statement marking the nation?s World Anti-Drugs Day celebrations, Lieutenant Colonel Al Ghoul said: ?Drugs are a blight that exhausts the resources of society and waste its members? energy and capabilities, which should be used instead to boost society?s progress and prosperity. Big amounts of money, which can be better used to bring development and welfare to the nation, are used to fight drugs.?

Addressing drug crimes, he explained: ?Many crimes are committed by individuals who are under influence of drugs, as they lose ability to think properly and judge rationally. Hallucinations and imaginary thoughts generate anomalous feelings and ideas in the mind of drug abusers towards themselves and others, often leading them to commit suicide or crimes.?

For his part, First Lieutenant Abdullah Al Dahmani, Director of Studies Branch at the Law Respect Culture Bureau, stressed the importance of legal awareness on drug issues, which can yield dangerous impacts on individuals and societies. ?Individuals must be aware of the important role of the law in deterring whoever dares to threaten the security,? he explained.

He added: ?The Bureau aims to reach out to all community members, to acquaint them with the legal dimensions of important issues; particularly drugs. The Bureau has released an awareness booklet determining the penalties for crimes dealing with drug abuse.? The booklet is available in all languages spoken in the country.?

Al Dahmani explained: ?A significant majority of young people, aged between 12 and 18 years, does not realize the legal risks of dealing with such substances, being young and immature. They are often misled by drug dealers to traffic and use dangerous narcotic substances, to experience a different kind of adventure.? Moreover, young people think that keeping such practices secret among friends, will help them get away unpunished, unaware that law enforcement entities? are on the lookout to punish any drug trafficker or abuser who compromises the future of the nation?s citizens. Ultimately, those kids find themselves in juvenile rehabilitation centers, for lacking knowledge of the legal consequences of what they mistook for an innocent childish behavior. ?

?The penalty stipulated by the Federal Law no. 14 of 1995 on the counter measures against narcotic drugs and psychotropic substances, achieves its public deterrent goal against any individual who deals with narcotic substances in any means. Drug possession is punishable by up to 15 years in prison, while drug abuse is punishable by 1-3 years in prison in case of a misdemeanor, and by 4-15 years in case of a crime. Serious crimes yield serious punishments; as trading and trafficking are punished, in many cases, by death penalty, due to their dangerous impacts on social security in the country,? Al Dahmani stated.

Obama tells Egyptians to talk, not fight

CAIRO (Reuters) - U.S. President Barack Obama called on Egypt's government and opposition on Saturday to engage each other in constructive dialogue and prevent violence spilling out across the region.

Bloodshed on Friday killed at least three people, including an American student, and mass rallies are planned for Sunday aimed at unseating Islamist President Mohamed Mursi.

Obama said he was "looking at the situation with concern".

Hundreds have been wounded and at least eight killed in street fighting for over a week as political deadlock deepens. On Friday, a bomb killed a protester at a rally by the Suez Canal. Washington is pulling non-essential staff out of Egypt.

"Every party has to denounce violence," Obama said at the other end of Africa, in Pretoria. "We'd like to see the opposition and President Mursi engage in a more constructive conversation about how they move their country forward because nobody is benefiting from the current stalemate."

He added that it was "challenging, given there is not a tradition of democracy in Egypt".

Mursi's critics have dismissed U.S. calls for restraint as a sign of Washington backing Mursi, just as it backed Hosni Mubarak before he was deposed by people power in early 2011.

They now aim to repeat that feat, hoping millions will march to demand new elections on Sunday - when Mursi completes a year in power. They accuse his Muslim Brotherhood of hijacking the revolution and using electoral majorities to monopolize power.

"Egypt is the largest country in the Arab world," Obama said. "The entire region is concerned that, if Egypt continues with this constant instability, that has adverse effects more broadly." U.S. missions would be protected, he said. Last year, a consulate in Libya was overrun and Americans killed.

ARMY ALERT

The Egyptian army is on alert. Funded by Washington for decades since a peace deal with Israel, the army warned politicians it may step in if they lose control of the streets - an outcome some in the diffuse opposition may quietly welcome, but to which Mursi's Islamist allies might respond with force.

The president met the head of the military on Saturday, along with the interior minister, to check security plans.

It is unclear how big the rallies will be or when they may start. Protest organizers said on Saturday a petition calling on Mursi to quit had 22 million signatures - over 40 percent of the electorate and 7 million more than they announced 10 days ago.

The figure could not be verified, but independent analysts say there is a real prospect of very large demonstrations. Organisers have called for rallies in Cairo in the afternoon.

A few thousand activists were camping out at rival centers in the capital on Saturday. There was no sign of trouble in Cairo, though some 40 were injured in scuffles at Beni Suef, to the south, and evening rallies elsewhere could see violence.

In the Sinai peninsula, near borders with Israel and the Gaza Strip, a police general was gunned down. The region's violence is emblematic of poor security since the revolution.

Several offices of Mursi's Muslim Brotherhood were attacked on Friday, including in Alexandria where American Andrew Pochter, 21, was fatally stabbed as he filmed events and another man died. In Port Said on the Suez Canal, a home-made grenade killed a protester.

VIOLENCE, CAMPING

The U.S. embassy evacuated non-essential staff and warned citizens to avoid Egypt. An airport source said dozens of U.S. personnel and their families left Cairo for Germany on Saturday.

The U.S. ambassador has angered liberals by saying Mursi was legitimately elected and that protests may be counter-productive for an economy crippled by unrest that has cut tourism revenues.

In the capital, Islamist supporters were still camped outside a suburban mosque where they had gathered in the many thousands on Friday to vent anger and fear over a return of army-backed rule. Some speakers also urged reconciliation.

They had their own security men, carrying staves and wearing protective gear, frisking visitors. One activist, Abdelhakim Abdelfattah, 47, said he hoped to avoid violence but that many Islamists would take to the streets if Mursi was under pressure.

"They'll come down to defend his legitimacy, not with weapons, but with their bodies," Abdelfattah said. "What's the nature of this legitimacy? The ballot box."

On Tahrir Square, seat of the uprising of early 2011, flags and tents form a base camp from where protesters plan to march to Mursi's office. Amr Riad, 26, said: "We're peaceful. But if those who come at us are violent we'll defend ourselves."

Liberal opposition leaders dismissed an offer of cooperation from Mursi this week as too little too late. The Brotherhood, which says at least five of its supporters have been killed in days of street fighting, accuses liberals of allying with those loyal to Mubarak to mount a coup against the electoral process.

The opposition says the Brotherhood are trying to hoard power, Islamize a diverse society and throttle dissent. They cite as evidence Mursi's broadsides against critical media and legal proceedings launched against journalists and satirists.

With long lines for fuel adding to economic woes, activists hope millions of the less politically engaged will protest out of disappointment that the uprising has not brought prosperity.

"Mursi is no longer the legitimate president of Egypt," Mohamed Abdelaziz, a protest organizer, told a news conference where others called for peaceful sit-ins to last until Mursi made way for an interim administration led by a senior judge.

"Come June 30, the people will run Egypt!" chanted people attending the event. The opposition, which has lost a series of elections, wants to reset the rules that emerged in a messy process of army and then Islamist rule since Mubarak fell.

Egypt's leading religious authority warned of the risk of "civil war". A senior figure at Cairo's Al-Azhar institute said Sunday should be a day of dialogue, a "catalyst" for leaders to understand their duty - and the "dangerous alternative".

The head of the Coptic Church also called for dialogue and peace. Millions of Christians worry about new Islamic laws.

Senior Brotherhood figure Essam el-Erian was dismissive of middle-class protest organizers in a Facebook post: "Millions of farmers will wake early, perform their morning prayers and go to their fields to harvest food for the people," he wrote.

Social Lemurs Have More 'Street Smarts,' Study Finds

Lemurs that come from big tribes and live in large groups exhibit more "social smarts" than those that live with only a few companions, finds a new study that suggests the size of a primate's social network could influence its social intelligence.

Researchers designed a series of experiments to test lemurs' social cognition. Essentially, the scientists were curious how lemurs process a situation ? specifically, how they decide whether or not a human can see them ? and then how they use that information in manipulative ways ? in this case, to steal a piece of food if they think they are not being watched, said lead study author Evan MacLean, a senior researcher in the department of evolutionary anthropology at Duke University in Durham, N.C.

"There's an idea that animals that live in big groups develop important psychological abilities, because they have to figure out how to get their way in an environment where they can't always get their way," MacLean told LiveScience. [Images: Duke University's Lemur Center]

The researchers first taught the lemurs that humans are competitors by introducing them to food that human subjects eventually took away.

Then, in one of the tests, a human subject sat facing a plate of food as a lemur entered the room, while another human sat with his back turned. In another scenario, two human testers sat either facing toward or away from the food, with only their profiles visible to a lemur as it entered the room. In the third test, the human testers faced the food and the lemur, while either wearing a blindfold over their eyes, or a black band over their mouths.

The researchers tested 60 lemurs from six different species at the Duke Lemur Center, and found that species that live in larger groups of 15 to 20 individuals, such as the ring-tailed lemur (Lemur catta), were more responsive to social cues, meaning they were better at judging when humans could not see them, and therefore when they could successfully steal food.

"Lemurs who live in big social groups in nature were much better at using those cues to figure out what somebody could or couldn't see," MacLean said.

Lemurs that typically live in small groups with only two to three companions, such as the mongoose lemur (Eulemur mongoz), were less perceptive in their social abilities, he added. Lemurs from all species, however, had trouble in the third scenario, when humans had their eyes or mouths covered. For instance, lemurs did not readily understand that a person facing food with his eyes covered could not actually see.

"Some species of monkeys have been shown to understand those subtle conditions, but it was something that the lemurs didn't seem to get," MacLean said.

The findings appear to draw a link between social group size and cognition, but MacLean and his colleagues want to investigate the specific ways that being socially savvy improves intelligence, and an animal's ability to make social judgments.

"One of the main things that's interesting for us is to see if social groups set the context for where we really need to use intelligence," MacLean said. "If the social environment leads to evolutionary changes in intelligence, does it make you smarter across the board, or does it make you smarter in very specific ways?"

The findings of the study were published June 27 in the journal PLOS ONE.

Ford have a great way of testing changes in the UI for in car tech and measuring the distractions it can cause. Obviously Ford don?t want to put test drivers out on the road with the risk of crashing so they have simulator for testing driver performance and reactions to the test systems.

The simulator is a full sized Ford Escape in a hydraulically controlled pod which has a 360 degree screen so the driver is totally immersed. The control room can then put different scenarios to the test and see how the driver reacts. They can use it for features like lane drift detection and braking alerts.

With all the emphasis on electric propulsion these days, it might seem hard to believe that it?s been 39 years since General Electric ? yes, GE ? set the FIA World Electric Land Speed Record. But that achievement has finally been bested by a sleek, Le Mans Prototype dubbed ?Lola.?

On an RAF airbase in Yorkshire, England, an 850-horsepower battery-electric built by Drayson Racing hit a top speed of 204.185 miles per hour during a pair of runs down a 3-kilometer (nearly 2-mile) track. That was a full 29 mph faster than the 175 mph record set way back in 1974 by the Battery Box General Electric.

?I?m delighted we?ve beaten the record tonight and can show the world EVs can be fast and reliable,? said Lord Paul Drayson, whose firm built the 2,200 battery, and who personally piloted it during the record run. ?It is not the outright speed of 204.185 mph that is most impressive about this record, but the engineering challenge of accelerating a 1000 kilogram electric vehicle on a short runway over a measured mile.?

Officially known as the Drayson B12 69/EV the enclosed racer used ultra-light carbon fiber for its chassis and body to compensate for the heft of a 30 kilowatt-hour battery pack. It also relied on custom-designed Michelin LM P1 tires.

Though most folks likely associate electric propulsion with ? but slow ? vehicles like the Nissan Leaf or Chevrolet Volt, the reality is that battery power can also deliver some impressive performance as an electric motor yields maximum torque the moment it starts spinning.

Drayson?s Lola can launch from 0 to 60 in less than 4 seconds, for example, and keep gaining speed until it?s pushed well past 200 mph. In fact, Lord Drayson is apparently looking to soon beat his own record, tweeting to fans that on an additional run the car was ?very lively at 216 mph.?

While he may be celebrating victory, the claimed record could come under dispute. The Buckeye Bullet, an EV built by students at Ohio State University, actually achieved a 307.7 mph average during two runs at the Bonneville Salt Flats in Utah in August 2010 ? and was seen as capable of reaching 400 mph. But that effort was not officially sanctioned by the FIA, leaving GE?s Battery Box the certified record-holder for another three years.

To proponents, what matters most is the increasing focus in electric racing and battery propulsion, in general.

There?s clearly a lot more interest, for example, has nudged its ZEOD RC battery race car up to 186 mph, and Top EV Racing claims to have launched its battery dragster from 0 to 100 in a mind-boggling 0.8 seconds.

What could put battery racing square in the public eye is the new Formula E series set to launch in 2015. Not surprisingly, Lord Drayson is looking to participate when that program gets underway.

WASHINGTON (AP) ? Attention is shifting to the House and its conservative majority after the Senate passed a landmark immigration bill opening the door to U.S. citizenship to millions while pouring billions of dollars into securing the border with Mexico.

The bill's prospects are highly uncertain in the Republican-led House, where conservatives generally oppose citizenship for immigrants living in the country unlawfully. Many also prefer a step-by-step approach rather than a comprehensive bill like the legislation the Senate passed Thursday on a bipartisan vote of 68-32.

Following the Senate vote, President Barack Obama, who's made an immigration overhaul a top second-term priority, called on the House to act.

"Today, the Senate did its job. It's now up to the House to do the same," Obama said in a statement issued as he traveled in Africa. "As this process moves forward, I urge everyone who cares about this issue to keep a watchful eye. Now is the time when opponents will try their hardest to pull this bipartisan effort apart so they can stop common-sense reform from becoming a reality. We cannot let that happen."

Members of the Senate's so-called Gang of Eight, the senators who drafted the bill and hoped a resounding vote total would pressure the House, echoed the plea.

"To our friends in the House, we ask for your consideration and we stand ready to sit down and negotiate with you," Sen. John McCain, R-Ariz., said. "You may have different views on different aspects of this issue, but all of us share the same goal, and that is to take 11 million people out of the shadows, secure our borders and make sure that this is the nation of opportunity and freedom."

At a news conference, House Speaker John Boehner, R-Ohio, made clear the House would not simply take up the Senate bill as some Democrats and outside advocates are calling for, but would chart its own legislation with a focus on border security. How exactly Boehner will proceed remained unclear, but the speaker has called a special meeting of his majority Republicans for July 10 to go over options.

"The House is not going to take up and vote on whatever the Senate passes. We're going to do our own bill," Boehner said. "It'll be legislation that reflects the will of our majority and the will of the American people."

The bill passed by the Senate devotes $46 billion to border security improvements, including calling for a doubling of the border patrol stationed on the U.S.-Mexico border and the completion of 700 miles of fencing ? changes added at the last minute to attract Republican support. No one would be able to get a permanent resident green card until those border enhancements and others were in place.

The bill also makes it mandatory for employers to check their workers' legal status, sets up new visa programs to allow workers into the country and establishes new tracking systems at seaports and airports to keep better tabs on people entering and leaving the country.

At its contentious core, though, is a 13-year path to citizenship for the 11 million immigrants living in this country illegally.

Without such a provision, senators say the legislation could not pass the Senate. With it, its prospects are difficult in the House.

Sen. Chuck Schumer, D-N.Y., predicted that the House might end up having to pass the Senate bill after failing to find any other avenue forward and feeling pressure from the public to act.

But that approach is strongly opposed by many conservatives. Boehner also dismissed the idea of relying on Democratic votes instead of a majority of his Republicans to pass an immigration bill.

At the same time Boehner said he hopes the bill will be bipartisan, and he encouraged a House group of four Democrats and three Republicans trying to forge a compromise to continue their efforts.

He offered no details on how a House bill could be both bipartisan and supported by more than half of his own rank and file, given that most of the single-issue immigration bills that have moved through the House Judiciary Committee recently did so on party-line votes over the protests of Democrats. None envisions legal status for immigrants now here illegally.

Boehner declined to say whether there were circumstances under which he could support a pathway to citizenship, but he made clear that securing the border was a priority.

"People have to have confidence that the border is secure before anything else is really going to work. Otherwise, we repeat the mistakes of 1986," he said, referring to the last time Congress overhauled the immigration system.

One option could be to bring up one or more of four narrowly focused immigration bills approved by the Judiciary Committee this week and last, hoping to pass it and use it as a vehicle for House members to enter into negotiations with senators on a merged bill in the fall or winter.

Ha-Neul Kim leads US Women's Open after 1 round

SOUTHAMPTON, N.Y. (AP) ? South Korea's Ha-Neul Kim upstaged friend Inbee Park to take the first-round lead at her first U.S. Women's Open.

Kim shot a bogey-free 6-under 66 on Thursday at Sebonack to lead Park by a stroke. The top-ranked Park is trying to make history by winning the first three majors of the year.

"I'm enjoying myself," Kim said through a translator. "I'm just happy to be here and to be playing in this big event. I'm not really thinking about winning or results but enjoying the moment."

Currently a member of the KLPGA Tour, Kim is a seven-time winner in South Korea. She kept giving herself short birdie putts Thursday and making them.

Kim birdied her second-to-last hole with daylight waning to claim the lead after Park held it for most of the day with her 67 in the morning session.

No player has won the first three majors in a season with at least four majors. The 2008 U.S. Women's Open champion, Park has already won five times this year, including her last two tournaments.

American Lizette Salas, Swedes Caroline Hedwall and Anna Nordqvist and South Korea's I.K. Kim shot 68.

Concerned about bad weather, tournament officials moved up the tees, and with the rain holding off, Park was able to play aggressively.

"I never had practiced from those tees, so I was a little bit shocked when I went to the tees," Park said.

Not that she was complaining.

She repeatedly set up short putts, and the way she has excelled in her short game lately, Park was headed to a low score.

"So instead of hitting like 5-irons, we were hitting 9-irons, and that was making the course much easier," she said. "I was actually able to go for some pins and give myself a lot of opportunities today. I made a lot of putts and didn't leave much out there."

Starting on No. 10, Park birdied her first hole, then started racking up pars. She made the turn at 2 under before birdies on three of her next four holes.

At 5 under, Park briefly struggled with her tee shots, needing to save par on Nos. 5 and 7. On No. 6, her 15th hole of the day, she had to lay up out of the tall grass and settled for her lone bogey.

Park got back to 5 under on the par-5 eighth with a chip shot to about 5 feet that set up a birdie putt.

Nordqvist birdied her last two holes to pull into a tie for third. Hedwall and Kim were each at 5 under with a hole left, but closed with bogeys.

Salas, a 23-year-old former Southern California star, played with Park in the last group of the final round of this year's Kraft Nabisco Championship. Three strokes back starting the day, she opened with a double bogey and tumbled to 25th after shooting a 79.

She bounced back to reach a playoff at the LPGA Lotte Championship in April, losing to Suzann Pettersen for her best finish on tour.

The Atlantis exhibit at the Kennedy Space Center, in Cape Canaveral, Florida, will open to the public on Saturday, after a Friday event that boasts some 50 astronauts on the guest list.

Some 60 displays and interactive simulators in the new, much-heralded exhibit will tell the story of the entire NASA shuttle program, which was closed in 2011. Those shuttles ? beginning with the April 1981 launch of shuttle Columbia and continuing with the journeys of shuttles Challenger, Discovery, Atlantis and Endeavour ? were the space ambassadors on which Americans pinned their celestial dreams for some three decades.

And so, in the center of it all, is the space shuttle Atlantis.

?Although the multimillion-dollar interactive exhibit encompasses much, much more than the display of Atlantis, there is no denying, she is truly the star of the show,? said Bill Moore, chief operating officer of the visitor complex. ?We know that this majestic beauty, which safely ferried men and women to space and back on 33 successful missions, is the real reason that our guests will travel thousands of miles ? to see her in all her glory."

Bathed in purple-blue light, the shuttle?s new 90,000-square-home looks part hanger, part space. Raised some 30 feet off the ground, the shuttle is tilted at a 43-degree angle, as it would be in flight. Its payload doors are open and its robotic arm is extended. Visitors can walk both under and around the shuttle on suspended bridges, like astronauts bobbing around their home.

?Atlantis is on display as she would be normally in flight. It?s the first time ever that a lot of people are going to see her this close,? Tim Macy, director of project development and construction for Delaware North Companies Parks and Resorts, told Florida Today.

Rescuers: American schooner sank

WELLINGTON, New Zealand (AP) ? Rescue crews searching for a classic American schooner carrying seven people believe the boat sank between New Zealand and Australia, although they haven't given up hope of finding survivors.

A third day of aerial searches Friday turned up no sign of the 85-year-old wooden sailboat or its crew. Named Nina, the boat left New Zealand on May 29 bound for Australia. The last know contact with the crew was on June 4. Rescuers were alerted the boat was missing on June 14, but weren't unduly worried at first because the emergency locator beacon had not been activated.

The six Americans on board include captain David Dyche, 58, his wife Rosemary, 60, and their son David, 17. Also aboard was their friend Evi Nemeth, 73, a man aged 28, a woman aged 18, and a British man aged 35.

The leader of Friday's search efforts, Neville Blakemore at New Zealand's Rescue Coordination Centre, said it's now logical to assume the 70-foot (21-meter) boat sank in a storm but added it's possible some crew members survived either in the life raft that was aboard or by making land.

On the day the boat went missing, a storm hit the area with winds gusting up to 110 kilometers (68 miles) per hour and waves of up to 8 meters (26 feet).

Blakemore said the Southern Hemisphere winter months tend to produce the year's worst storms, although he added that he wouldn't normally expect a sturdy and well-maintained craft like the Nina to sink in a storm like the one in early June.

Friday's search focused on the coastline around northern New Zealand, including the small Three Kings Islands. Rescuers were looking for wreckage or the life raft.

Blakemore said plane searches earlier this week covered a wide band of ocean between New Zealand and Australia. He said searchers were considering their options for the weekend.

He said the logical conclusion is that the boat sank rapidly, preventing the crew from activating the locator beacon or using other devices aboard including a satellite phone and a spot beacon. He said that unlike many locator beacons, the one aboard the Nina is not activated by water pressure and wouldn't start automatically if the boat sank.

Dyche is a qualified captain and he and his family are experienced sailors. Blakemore said the family had been sailing around the world for several years and were often joined on different legs by friends and sailors they met along the way.

Susan Payne, harbor master of the St. Andrews Marina near Panama City, Florida, said the couple left Panama City in the Nina a couple of years ago and sailed to Mystic Seaport in Connecticut where they prepared for the trip.

New Zealand meteorologist Bob McDavitt was the last person known to have been in contact with the schooner, when the boat was about 370 nautical miles west of New Zealand.

He said Nemeth called him by satellite phone June 3 and said: "The weather's turned nasty, how do we get away from it?"

He advised them to head south and brace for the storm.

The next day he got a text, the last known communication: "ANY UPDATE 4 NINA? ... EVI"

McDavitt said he advised the crew to stay put and ride out the storm another day. He continued sending messages the next few days but didn't hear back. Friends of the crew got in touch with McDavitt soon after that, and then alerted authorities.

ITC judge rules against InterDigital in first round of 3G patent case

After two long years, the International Trade Commission has finally come to a decision in favor of Huawei, Nokia and ZTE in a 3G patent case brought by InterDigital in 2011. According to an ITC judge, the three phone manufacturers did not violate the seven InterDigital-owned patents that covers various WCDMA and CDMA2000 technologies used to make their devices. InterDigital even went so far as to request the ban of US sales of these devices pending a decision. The Pennsylvania-based company filed a similar complaint against LG, which chose a settlement instead of going through the courts. Still, this is just a preliminary ruling; the final decision of the case is expected in October.

For now, at least, same-sex couples will again be allowed to marry in California, likely within days. Less likely, given the high court?s action Wednesday and the trend in public attitudes, is a repeat of the ballot measure that sharply divided the state and led to a drawn-out legal battle.

Proponents of Prop. 8 seemed stunned by the US Supreme Court action, which essentially let a US District Court ruling against the measure stand after finding that the case was improperly before the high court. The justices sent the case back to the US Court of Appeals for the Ninth District in San Francisco with instructions for that court to reject the Prop. 8 proponents' appeal "for lack of jurisdiction."

"In a miscarriage of justice the US Supreme Court has refused to consider the decision of a single federal court judge to overturn the perfectly legal action of over 7 million California voters who passed Proposition 8 defining marriage as the union of one man and one woman," said Brain Brown, president of the National Organization for Marriage, the biggest contributor to putting Prop. 8 on the ballot. "The Supreme Court's holding that proponents of an initiative had no legal right to appeal ignores California law and rewards corrupt politicians for abandoning their duty to defend traditional marriage laws.?

In a statement, Mr. Brown angrily noted that the original state court ruling invalidating Prop. 8 was not surprising because the case ?was heard by a homosexual judge in San Francisco who himself was engaged in a long-term same-sex relationship.?

Brown called the US Supreme Court decision ?illegitimate,? and he said, ?We and millions of other Americans will refuse to accept this rogue decision rewarding corruption.?

Andy Pugno, general counsel for ProtectMarriage.com, the official proponent of Prop. 8, said he was at least grateful that the Supreme Court had ruled narrowly on the measure ? declining to declare the measure unconstitutional as supporters of same-sex marriage had hoped, but focusing instead on the question of legal standing for Prop. 8 supporters.

?We will continue to defend Prop. 8 and seek its enforcement until such time as there is a binding statewide order that renders Prop. 8 unenforceable,? Mr. Pugno said in a statement.

Tony Perkins, president of the conservative Family Research Council, says the ruling ?distorts the balance of powers between the legislative, executive, and judicial branches of government.?

MILAN, Italy - A court convicted former Italian Premier Silvio Berlusconi Monday of paying for sex with an under-age prostitute during infamous "bunga bunga" parties at his villa and then using his influence to try to cover it up.

Berlusconi, 76, was sentenced to seven years in prison and barred from public office for life ? although with two more levels of appeal before the sentence can become final, he is unlikely to serve a sentence anytime soon.

The ban on holding office could, however, mean the end of Berlusconi's two-decade political career.

Berlusconi holds no official post in the current Italian government, but remains influential in the uneasy cross-party coalition that emerged after inconclusive February elections.

Both he and the Moroccan woman at the center of the scandal have denied ever having sex.

PayPal: Screw It, We're Gonna Make Money for Spaceships

PayPal is used by almost 130 million people, generates a lot of revenue, and made its backers very, very wealthy. It's a model company. But, that's apparently not enough, and PayPal just announced it will create a way for astronauts to buy things, in space. OK.

Company president David Marcus visited a highly incredulous CNBC and attempted to explain "PayPal Galactic," which is in all seriousness designed to process transactions in space. So if a "space tourist" wants to buy a "space dinner," she might use "PayPal Galactic." It's not really clear how this will be different from "Earth PayPal," which as CNBC points out, is already routed through the highest forms of human technology.

And, Mr. Marcus, how will you compete with Space Clinkle?

Egypt clerics warn of "civil war", urge calm

CAIRO (Reuters) - Egypt's leading religious authority warned of "civil war" on Friday and called for calm after a member of the ruling Muslim Brotherhood was killed ahead of mass rallies aimed at forcing the president to quit.

"Vigilance is required to ensure we do not slide into civil war," the Al-Azhar clerical institution said in a statement reported by state media. It blamed "criminal gangs" who attacked mosques for street violence. Clashes linked to the political tensions have killed five and wounded scores in recent days.

The Brotherhood said all those killed were Mursi supporters, though this could not be independently verified.

The ancient Cairo academy, which traditionally maintains a distance from the political establishment, also urged opponents of Islamist President Mohamed Mursi to accept his offer of dialogue rather than pressing on with plans for demonstrations.

Welcoming an offer by Mursi on Wednesday to include the fragmented opposition in committees to review the constitution and promote national reconciliation, senior Al-Azhar scholar Hassan El-Shafei said they should accept "for the benefit of the nation instead of the insistence on confrontation".

Opposition leaders dismissed Mursi's offer as a repeat of suggestions they say have gone nowhere because the Brotherhood refuses to dilute its power.

Their supporters will gather in Cairo's Tahrir Square, site of the 2011 revolution, and in other cities on Friday and plan mass rallies on Sunday, when Mursi will complete his first year in office. The Brotherhood will gather supporters after Friday prayers near a mosque in northern Cairo to show their strength.

The movement said one of its members was shot dead and four wounded in an attack on a provincial party office in the Nile Delta city of Zagazig overnight and blamed anti-Mursi activists, which it portrays as an alliance of liberals and loyalists of ousted dictator Hosni Mubarak.

The army has urged both sides to reconcile and has warned that it could step back in to impose order if violence spins out of control - though it insists it will defend the democracy born out of the uprising against Mubarak in early 2011.

Mursi and the Brotherhood accuse loyalists of the old regime of being behind violence and of thwarting their efforts to reform an economy hobbled by corruption. Opponents accuse the Islamists, who have won a series of elections against a diffuse opposition, of seeking to entrench their power and impose Islam.

In a speech on Wednesday, Mursi denounced his critics but admitted some mistakes and offered talks to ease polarisation in politics that he said threatened Egypt's new democratic system.

But opposition leaders said their protests would go ahead.

"Dr. Mohamed Mursi's speech of yesterday only made us more determined in our call for an early presidential vote in order to achieve the goals of the revolution," the liberal opposition coalition said after its leaders met to consider a response.

"We are confident the Egyptian masses will go out in their millions in Egypt's squares and streets on June 30 to confirm their will to get the January 25 revolution back on track."

CROWDS

With the start of Egypt's weekend, people began to gather in Cairo's Tahrir Square, site of the uprising of January 25, 2011, and at venues in other towns. The atmosphere was largely festive but there were widespread fears of trouble in the days ahead.

It is hard to gauge how many may turn out but much of the population, even those sympathetic to Islamic ideas, are deeply frustrated by economic slump and many blame the government.

Previous protest movements since the fall of Mubarak have failed to gather momentum, however, among a population anxious for stability and fearful of further economic hardship.

The army, which helped protesters topple Mubarak and is on alert across the country guarding key locations, says it will act if politicians cannot reach consensus. The United States, which continues to fund the military as it did under Mubarak, has urged Egypt's leaders to pull together.

MEDIA

In his speech, Mursi threatened legal action against several named prominent figures. He said some judges and civil servants were obstructing him, and accused liberal media owners of bias.

Hours after he publicly accused one TV channel owner of tax evasion, the businessman, Mohamed al-Amin, found he was under investigation and barred from leaving the country, prompting his lawyer to tell Reuters: "This is dictatorship." Amin's channel notably airs satire modelled on that of U.S. comic Jon Stewart.

Separately, officials ordered the arrest of a talk show host on another channel known for his anti-Islamist diatribes and ordered that station to be shut down for inciting mutiny in the army and for insulting the armed forces and the police.

An anchor on state television resigned dramatically, live on air, in protest at what he said were attempts by the information minister, an Islamist, to control his programme.

Instability in the most populous Arab nation could send shocks well beyond its borders. Signatory to a key, U.S.-backed peace treaty with Israel, Egypt also controls the Suez Canal, a vital link in global transport networks between Europe and Asia.

"Egypt is historically a critical country to this region," U.S. Secretary of State John Kerry, who is on a tour of the Middle East, said on Wednesday, highlighting economic problems.

"Our hopes are that all parties ... the demonstration that takes place on Friday or the demonstration that takes place on Sunday, will all engage in peaceful, free expression," he said.

With the government short of cash and seeking funding from allies and the IMF, Kerry said Egypt should curb unrest in order to attract investment and restore vital tourism income. The U.S. ambassador in Cairo has angered opposition activists by saying explicitly that their protests risked being counter-productive.

Montana T. Rex gets new home in Washington, D.C.

The Smithsonian is finally set to welcome a T. rex into its hallowed halls.

In October, one of the rare near-complete skeletons of the dinosaur will be hauled from Montana to Washington, D.C., where the fossil will be displayed in the National Museum of Natural History as part of a 50-year loan agreement, the Smithsonian announced Thursday (June 27).

The specimen is known as the Wankel T. rex after Kathy Wankel, a rancher who discovered the dinosaur's arm bones in Montana's Fort Peck reservoir in 1988. [See Photos of the Wankel T. Rex]

"She brought them to the museum to be identified, and I remember our curator Jack Horner asking her 'Can you find this site again?' because what she'd brought in were the first arm bones of a T. rex ever found," Shelley McKamey, the director of the Museum of the Rockies in Montana, told Smithsonian Magazine.

Wankel's discovery was just the tip of the iceberg. In the excavations that followed at Fort Peck, Horner and a field crew found 80 to 85 percent of the dinosaur's skeleton, including the skull, making it one of the most complete Tyrannosaurus rex specimens ever found.

The skeleton, which measures 38 feet (11.5 meters) long and weighs 7 tons, was unearthed on federal land, and it belongs to the U.S. Army Corps of Engineers. From 1990 to 2011, the Army Corps loaned the fossil to the Museum of the Rockies at Montana State University in Bozeman, where it was prepared and put on display in its original "death pose." Under the new loan agreement,?the Smithsonian will get the Wankel T. rex for 50 years.

The T. rex will be the centerpiece of the museum's new dinosaur hall, which is scheduled to open on the National Mall in 2019 and will feature other key specimens from the Smithsonian's collection of 46 million fossils.

"We're thrilled to welcome this extraordinary fossil to the Smithsonian," Kirk Johnson, director of the National Museum of Natural History, said in a statement, adding that the move will make the Wankel T. rex will be "the most viewed T.rex fossil in the world." The museum has more than 7 million visitors annually, according to the Smithsonian.

T. rex, which roamed North America some 68 million to 66 million years ago, was one of the largest known carnivorous dinosaurs and one of the last non-avian dinosaurs to exist prior to the Cretaceous-Paleogene extinction event. HTC One Google Play edition hands-on (video)

Samsung might have pleasantly surprised us with a Galaxy S 4 running stock Android at Google I/O last month, but it wasn't long before HTC followed suit with its own announcement regarding the One. Officially known as the HTC One Google Play edition, the phone is now available in the Play store for $599 alongside the aforementioned Galaxy S 4. When it comes to specs, the handset is a dead ringer for AT&T's 32GB version and incorporates the same radios (with LTE support). It features Qualcomm's 1.7GHz quad-core Snapdragon 600 SoC with 2GB of RAM, a 4.7-inch 1080p Super LCD 3 display, an Ultrapixel camera (4MP) with OIS and flash and a sealed 2300mAh Li-polymer battery. We finally played with it yesterday and came away rather smitten. Read on for our first impressions and hands-on video after the break.

Kaine pushes to stop loan rate hike for Va. students | VA Loan After ...

Sen. Timothy M. Kaine, D-Va., says he hopes the Senate will find a way to avoid the automatic doubling of interest rates on undergraduate subsidized Stafford student loans by a July 1 deadline.

?We?re trying to come up with a solution that would enable students to continue to get the education they need to be successful and economically productive without a choking amount of debt,? said Kaine, talking to students and staff at J. Sargeant Reynolds Community College in Richmond on Monday.

If Congress allows a one-year loan-cap extension to expire, the interest rates would jump from 3.4 to 6.8 percent. More than 179,000 Virginia students, including more than 3,000 at J. Sargeant Reynolds Community College, would be affected by the rate increase, costing each student an average of $1,000 annually.

The increase would not affect loan agreements already in place.

Kaine said that the Senate will review five proposals this week, including a measure co-sponsored by Kaine ? the Student Loan Affordability Act of 2013 ? that would keep student loans at their current interest rate, funded by closing a variety of tax loopholes.

?The good news is, there is a lot of discussion going on,? Kaine said. ?I can?t tell you 100 percent that we are going to find a resolution this week, but I can tell you this ? it won?t be any of the five proposals that are on the table right now,? he said.

Instead, the final bill will likely include elements of all five proposals, Kaine said.

Last month, the House passed a bill that would allow lending rates to reset each year, based on the interest rate of a 10-year Treasury note, plus 2.5 percentage points for Stafford loans. Under that measure, loans would be capped at 8.5 percent.

Meanwhile, President Barack Obama has introduced his own proposal, which would also set rates each year based on the Treasury?s borrowing costs, fixed for the life of the loan.

Undergraduate Stafford loans are fixed-rate student loans for students attending a college or university that participates in the Federal Direct Loan Program.

Stafford loans can be used to pay tuition and other eligible school expenses. The loans are not based on credit, and they can be subsidized or unsubsidized depending on the student?s need.

Subsidized Stafford loans are only available to undergraduate students and are interest-free while the student is enrolled at least half time.

?For most of our students that take out loans, this is one of just a few options they have to help finance their college education,? said Kiesha Pope, director of financial aid at J. Sargeant Reynolds Community College.

However, Pope doesn?t believe an interest rise would hurt enrollment.

?I think the students are still going to utilize this source. But what it will mean is that they may end up paying more interest over the lifetime of their loan,? she said.
